Nghe An grows rapidly but still falls short of expectations

(Baonghean.vn) - The implementation of Resolution 26 of the Politburo has been carried out seriously and practically. However, the economic restructuring within sectors and fields is still slow, failing to promote the advantages and potentials of each region and failing to keep up with the rapid fluctuations of domestic and international market demand.

High budget revenue

Evaluating the 4 years of implementing Resolution 26 of the Politburo, Director of the Department of Planning and Investment Nguyen Van Do said that the province's gross regional domestic product (GRDP) in the 4 years (2014 - 2017) increased by an average of 7.43%, higher than the growth rate of 3 years (2011 - 2013) of 5.54%.

The economic structure shifted in the right direction. In 2017 compared to 2013, the proportion of the industrial and construction sector increased from 31.36% to 33%, the agriculture, forestry and fishery sector decreased from 26.95% to 25%, and the service sector accounted for a fairly high proportion, from 41.69% to 42%.

Budget revenue also witnessed a significant increase. Total budget revenue for the 2014-2017 period is estimated at VND41,444 billion, of which in 2017 it is estimated at over VND11,590 billion.

In particular, investment promotion in the period of 2014 - 2017 achieved high results with 446 projects with a total investment capital of 169,387 billion VND.

The province has also mobilized and implemented 31 ODA projects with a total investment of VND15,050 billion; 58 non-governmental programs and projects with a total committed funding capital of USD16.1 million.

Chairman of the Provincial People's Committee Nguyen Xuan Duong assessed that the implementation of Resolution 26 of the Politburo was carried out seriously; action programs, projects, and plans were built that were close and practical, so they quickly came into life.

However, through practical assessment, economic restructuring within industries and sectors is still slow, has not promoted the advantages and potentials of each region and has not kept up with the rapid fluctuations of domestic and international market demand.

Although budget collection is fast, with an annual increase of about 10%, it is estimated to reach about 16,000 billion VND by 2020, while the target is 25,000 billion VND.

The construction progress of some regional centers is still facing difficulties such as: Information Technology Center, construction of High-tech Agricultural Zone.

The progress of implementing the Prime Minister's Decision approving the Project to develop Vinh City into an economic and cultural center of the North Central region by 2020 in the spirit of Resolution 26 of the Politburo is still slow.

These are issues that need solutions to create a breakthrough in socio-economic development. Accordingly, the Party Committee of the Provincial People's Committee has submitted to the Standing Committee of the Provincial Party Committee 7 groups of solutions to continue to effectively implement the Resolution.

In particular, the province determined to review the key goals and tasks associated with the assessment of the half-term implementation of the Resolution of the 18th Provincial Party Congress; strongly improve the investment, business and enterprise development environment; evaluate the implementation of planning and prepare directions and tasks for the new period...

Identify problems to solve

Regarding the role of Vinh City in implementing Resolution 26 of the Politburo, Vinh City Party Secretary Vo Viet Thanh said that in order to implement more effectively in the coming time, the province needs to focus on implementing in areas of strength such as healthcare and education; in addition, it is necessary to continue reviewing slow-progressing projects to revoke investment licenses; focus on creating conditions for some large projects such as VSIP and Hemaraj to implement.

Concluding this content, Secretary Nguyen Dac Vinh said that the report must closely follow the content of Resolution 26; in which the two most important issues are to build criteria for a fairly developed province and an industrial province.

Thereby, comparing with the criteria to evaluate the province's implementation capacity by 2020 in accordance with the spirit of Resolution 26 of the Politburo, "Nghe An basically becomes an industrial province".

Based on the spirit of practical assessment, the 4-year assessment report must also point out difficulties and forecasts for the province's industrial development.

“We must identify the obstacles to focus on solving them,” said the Provincial Party Secretary. The province will resolve the development bottlenecks that are the province’s responsibility; and the issues beyond its authority will be reported to the Central Government.

Regarding the province's GRDP growth rate, Secretary Nguyen Dac Vinh said that it is necessary to look at reality to evaluate, point out objective and subjective causes and the ability to strive to achieve the province's growth target.

Regarding the province's growth model, the Provincial Party Secretary said that it is mainly based on attracting investment from enterprises to invest in production development and the State budget to invest in technical infrastructure and human resources.

The Provincial Party Secretary analyzed: If the axis is set like this, the solution will also follow this direction. Therefore, it is necessary to focus on specific assessments of investment promotion effectiveness such as: registered capital, disbursed capital, actual effectiveness... and administrative reform in the province's investment licensing procedures in a more friendly, convenient, simple and effective direction...

The Provincial Party Secretary also requested that the report should further assess the construction of the political system; management work in mineral exploitation; the level of readiness for site planning and human resources to support investors.
