Earlier, at noon on August 24, Thai went out drinking. On the way home, he saw medical staff spraying insecticide in Trung Hoa ward. Thai attacked and cursed a female medical staff of the ward because he thought the insecticide did not kill mosquitoes.

The man's indecent actions caused Ms. Le Thi Toan, a medical officer of the ward, to tear her lip and had to be hospitalized for emergency treatment.

Immediately after the incident, the People's Committee of Cau Giay District and the Cau Giay District Police directed the Trung Hoa Ward Police to urgently arrest the subject to quickly investigate and clarify the matter.
