Official dispatch No. 4340/STNMT-QLDD stated: After receiving information reflecting that some organizations have illegally leveled the ground on agricultural land in Hung Dong commune, Vinh city, the Department of Natural Resources and Environment conducted a preliminary field inspection and based on existing archives.

Specifically, Hoang Minh Company Limited is preparing a dossier to request investment policy for the Project of a Trade Center, Office, Maintenance of Construction Equipment and Company Vehicles. Vinh Thanh Investment and Construction Company Limited is preparing a dossier to request investment policy for the Project of a Headquarter for the Production of Precast Concrete Components and Commercial Concrete in Hung Dong Commune, Vinh City.

Both of these projects have just been approved in principle by the Provincial People's Committee, allowing them to carry out procedures for surveying and establishing investment projects. However, the current situation is that the investor has dumped soil and leveled the ground on the land for which the policy is requested without permission from the competent authority for land allocation, land lease, and permission to change the land use purpose according to regulations. This is a violation of current land laws.

The Department of Natural Resources and Environment requests the Vinh City People's Committee to direct the inspection and handling of violations in accordance with the provisions of law and report to the Provincial People's Committee and the Department of Natural Resources and Environment before August 25, 2017.
