Also attending were Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of relevant departments and branches. |
At the beginning of the meeting, delegates listened to the conclusion announcement of the Chairman and Vice Chairmen of the Provincial People's Committee at the July meeting and thematic working sessions in August; reports on the implementation of administrative reform and application of information technology in the province according to Notice No. 479/TB-UBND dated August 1, 2017 of the Provincial People's Committee.

Next, the Department of Planning and Investment reported on the implementation of the socio-economic development plan, national defense and security, state budget estimate for August 2017, and tasks and solutions for September 2017.
In August 2017, agricultural production mainly focused on planting and caring for autumn-season crops and preventing plant diseases. Regarding the construction of new rural areas, the province has 4 more communes that have met 19/19 criteria and are completing the procedures for submission for review and appraisal, bringing the total number of communes that have met 19/19 criteria in the province to 156.

The industrial production index (IIP) in Nghe An province in August 2017 increased by nearly 17% compared to the same period in 2016. In August 2017, TH Group held a groundbreaking ceremony for the construction of Nui Tien purified water and fruit juice factory in Nghia Son commune, Nghia Dan district with an investment of 1,177 billion VND on an area of 11.75 hectares.

Service revenue (excluding accommodation, food and beverage, travel and tourism services) in August is estimated at 413.64 billion VND, accumulated in 8 months is estimated at 3,082.58 billion VND, up 10.87% over the same period. Revenue from accommodation, food and beverage, travel and tourism services in 8 months is estimated at 4,663.19 billion VND, up nearly 30% over the same period. Budget collection in the first 8 months of the year is estimated at 7,527.5 billion VND, reaching 64.9% of the estimate, up 14% over the same period.
The fields of education, health, labor, vocational training and social security… continue to receive attention.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong evaluated the efforts of departments, branches and localities in implementing socio-economic tasks in the first 8 months of the year. At the same time, he noted some shortcomings that need to be addressed, such as: Some administrative procedures are slow to be resolved, coordination between branches is not yet smooth. Management of forest fire prevention and fighting is still limited, project settlement is slow...
To complete the 2017 plan, all levels and sectors need to review and strengthen key solutions in the last months of the year; Strengthen direction and management to remove difficulties and promote production and business. Continue to focus on removing difficulties for enterprises and investors; urge, inspect, supervise, and enhance the responsibility of departments and sectors to accelerate the progress of key projects as assigned, especially projects with problems. Resolutely direct the work of collecting state budget, focusing on preventing tax losses and exploiting new sources of revenue; Apply measures to urge debt collection and enforce tax debt to limit new debt arising. Giving opinions on the results of 4 years of implementing Resolution 26 - NQ/TU dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020, the committee members requested that the report be more specific and comprehensive, especially evaluating the implementation of dynamic programs and results in the fields of agriculture, industry, etc.
Regarding this content, the Chairman of the Provincial People's Committee emphasized that it is necessary to clarify the difficulties caused by subjectivity, especially at the grassroots level. There is still a tendency to rely on resource mobilization, especially in Nam Dan area... the report needs to mention and analyze more clearly. The Department of Planning and Investment continues to collect opinions from departments, branches, and organizations to evaluate the results of 4 years of implementing Resolution 26.
All levels and sectors need to overcome difficulties and ensure the progress of implementing programs and projects in the Action Program to implement the Resolution of the 18th Provincial Party Congress and the Resolution of the 12th Party Congress, and the Action Program to implement Resolution No. 26 of the Politburo on directions and tasks for the development of Nghe An province until 2020.
