Mr. Nguyen Phong Quang and Nguyen Anh Dung were removed from all Party positions.

The Secretariat decided to remove Nguyen Phong Quang and Nguyen Anh Dung from all Party positions because of violations causing very serious consequences.

On September 20, at the Party Central Committee Headquarters, the Secretariat met under the chairmanship of General Secretary Nguyen Phu Trong.

After considering the proposal of the Central Inspection Commission (Submission No. 72-TTr/UBKTTW, dated September 19, 2017 and Submission No. 73-TTr/UBKTTW, dated September 19, 2017), the Secretariat considered and decided to discipline the following comrades:

1- Comrade Nguyen Phong Quang, former member of the Party Central Committee, former Secretary of the Party Committee, former Deputy Head of the Standing Committee of the Southwest Steering Committee for the period 2011 - 2016

- In your position and responsibility as a leader, you must take primary responsibility for the violations and shortcomings of the Party Committee and the Standing Office of the Southwest Steering Committee from 2011 to 2016.

- Violating the principle of democratic centralism, working regulations, deciding on policies for cadre work that are not in accordance with regulations, allowing many violations to occur over a long period of time; lacking inspection and supervision of advisory agencies in implementing policies and procedures for cadre work. Directly signing appointments for over 30 cases that are not in accordance with principles, processes, procedures, conditions and standards (including the cases of comrade Vu Minh Hoang and comrade Nguyen Tien Khoa that have been repeatedly mentioned by public opinion and the press).

- Lax management and lack of responsibility allow subordinates to seriously violate the law on financial and asset management, causing great loss of State money and assets.

- Transferring more than 2,000 square meters of land of the Steering Committee to the Association for Supporting Poor Patients in the Southwest, seriously violating the Law on Management and Use of State Assets.

- Violating Party regulations in accepting nomination for the position of Chairman of the Association for Supporting Poor Patients in the Southwest. Using the name of the Steering Committee to solicit sponsorship for the Association without permission from the competent authority, not in accordance with the functions and duties of the Steering Committee.

The violations and shortcomings of comrade Nguyen Phong Quang have caused very serious consequences, negatively affecting the reputation of the Party and the Steering Committee, causing public outrage among cadres, party members and the people.

Considering the content, nature and level of the violation; based on Regulation No. 181-QD/TW, dated March 30, 2013 of the Politburo on disciplinary action against violating Party members; considering and weighing many aspects, the Secretariat has unanimously decided to discipline comrade Nguyen Phong Quang by the following forms: Removal from all positions in the Party (including removal from the position of Deputy Head of the Standing Committee of the Southwest Steering Committee; removal from the position of Member of the Party Executive Committee of the Southwest Steering Committee; removal from the position of Secretary of the Party Committee of the Southwest Steering Committee).

2- Comrade Nguyen Anh Dung, Member of the Executive Committee of the Central Enterprises Party Committee; Party Secretary, Chairman of the Board of Members of the Vietnam Chemical Group.

- As a member of the Executive Committee of the Party Committee of the Central Enterprises Bloc for the 2015 - 2020 term, Deputy Secretary of the Party Committee of the Group since August 2012; Secretary of the Party Committee since October 2013; Chairman of the Board of Members of the Group since April 2012 to present, he must bear primary responsibility for the violations and shortcomings of the Standing Committee of the Party Committee of the Group for the 2010 - 2015 term.

- In his responsibility as a leader, he was irresponsible, lax in management, lacked inspection and supervision, allowing violations and shortcomings in personnel work, in the management of capital, assets, land and investment of the Group, causing very serious consequences; causing the Group and a number of companies to not be able to preserve the capital assigned by the State.

- Lack of inspection and supervision led to serious violations during the implementation of 4 key projects: Ninh Binh Fertilizer Factory Project; Ha Bac Fertilizer Factory Renovation and Expansion Project; DAP Fertilizer Production Project No. 2 in Lao Cai; Hai Phong DAP Fertilizer Production Project.

The violations and shortcomings of comrade Nguyen Anh Dung have caused very serious consequences, negatively affecting the prestige of the Party and the Group, causing public outrage among cadres, party members and the people. Considering the content, nature and extent of the violations; based on Regulation No. 181-QD/TW, dated March 30, 2013 of the Politburo on disciplinary action against violating party members; after considering many aspects, the Secretariat has unanimously decided:

- Discipline comrade Nguyen Anh Dung by removing him from all positions in the Party (including removing him from the position of member of the Executive Committee of the Party Committee of the Central Enterprises Bloc; removing him from the position of Secretary of the Party Committee of the Vietnam Chemical Group).

- Request the Party Committee of the Ministry of Industry and Trade to urgently direct the consideration of administrative disciplinary action against comrade Nguyen Anh Dung in accordance with current regulations./.
