Did Trump make up the story about Obama wiretapping?

“Both the Federal Bureau of Investigation (FBI) and the National Security Directorate (NSD), an agency within the Department of Justice, have confirmed that they have no records of wiretapping incidents as described in the March 4, 2017 Twitter posts,” the department said in a court filing, referring to President Donald Trump’s tweets accusing former President Barack Obama of wiretapping his phone at Trump Tower before the election.
The document was a response to a freedom of information request from American Oversight, a government watchdog seeking evidence to back up Trump's claims.
The FBI has dismissed the president’s claims, which come amid a growing controversy over alleged links between his campaign and Russia. Then-FBI Director James Comey said there was no evidence of wiretapping at Trump Tower.
Trump is currently facing several investigations into alleged collusion between members of his campaign and Russian officials and made these statements in March, in an apparent attempt to cover up the truth.

Austin Evers, executive director of American Oversight, asserted: “The FBI and the US Department of Justice have now sided with former Director Comey and confirmed in writing that President Trump lied when he posted a status asserting that former President Obama “wiretapped” him at Trump Tower.
“The document confirms that even Mr. Trump’s own Justice Department did not find him credible on a key element of the Russia investigation,” Evers said.
In March, Trump claimed that Obama “wiretapped me” at Trump Tower before the November 9 election and made similar claims in other tweets. He reiterated the claim at a White House press conference with German Chancellor Angela Merkel in late March.
Former Trump spokesman Sean Spicer also defended the claim, citing a Fox News report accusing the British spy agency GCHQ of orchestrating the wiretapping of Obama./.
