Clear changes in administrative reform in Nghi Loc

(Baonghean) - Determining administrative reform (AR) as a key task to create the best conditions in resolving the rights of people and organizations, contributing to creating an environment to attract good investment, in recent times, Nghi Loc district has focused on promoting ARA and initially brought about clear results.

Shorten administrative procedures

Present at the one-stop department of Nghi Loc District People's Committee, we noted that most of the regulations on procedures, documents, order, time, and fees for handling work are publicly and transparently posted. Although the number of people coming to transact is large, it is very orderly.

The administrative procedures were quickly handled by the one-stop staff, helping people reduce waiting time and costs. I am very satisfied."

To facilitate the people, the District One-Stop Center has organized a joint reception in the field of land tax, reducing the travel time of citizens and the number of times to submit documents. The connection in the fields of TC-KH, KT-HT, Culture, Health... of the District People's Committee has reduced the number of staff on duty at the Reception and Result Delivery Department, avoiding waste of human resources while managing the reception and return of documents according to the one-stop, one-stop mechanism. In the first 8 months of 2017, the one-stop department has compared 564 copies and guided 120 procedures for citizens.

The application of the ISO 9001:2008 quality management system has contributed positively to solving the unit's professional tasks; the processes have been concretized, reducing cumbersome paperwork (integrating some procedures in the land sector, reducing 3 application forms/sets of documents, shortening the processing time (plot separation procedures from 33 days to 25 days, recognition procedures from 35 days to 25 working days, mortgage registration and mortgage cancellation procedures from 3 days to 4 working hours).

In particular, since April 1, 2017, the district has applied software according to the one-stop mechanism in 30/30 communes and towns, contributing to reducing administrative costs, which has been highly appreciated by the province (ranked in the top of the province). The results of processing on the software as of August 15, 2017, have received 32,405 records (twice as many as Vinh City People's Committee), returned results for 26,765 records; are processing 3,739 listed records and regularly updating administrative procedures according to regulations.

Improve public ethics

Along with administrative procedure reform, Nghi Loc district focuses on improving the quality and efficiency of its staff and civil servants. Accordingly, the District Party Committee and the District People's Committee assign members of the Standing Committee of the District Party Committee, the District Party Committee Executive Committee, and staff of departments, offices and communes to stay close to the grassroots, regularly grasp the situation, listen to the people's thoughts and aspirations, direct competent agencies to handle promptly and directly dialogue with citizens.

The Standing Committee of the District Party Committee has arranged many working sessions with disadvantaged establishments with the participation of the District People's Committee and other sectors to find ways to resolve difficulties in policies and guidelines.

The District People's Committee promptly directed departments and branches to focus on handling outstanding problems regarding social policies and meritorious people, policies on rotation and reception of cadres and teachers; the Department of Natural Resources and Environment and the Land Use Registration Office focused on solving outstanding problems in land management, especially handling the issuance of certificates for the outstanding land lots up to now.

Coordinate with the District Fatherland Front Committee to direct and guide the People's Committees of communes and towns to deploy and organize dialogues between the Chairman of the People's Council and the Chairman of the People's Committee at the commune level with the people. In particular, resolutely directed the resolution of pressing issues among the people such as compensation and site clearance for key projects (Road N5 to Hoa Son - Do Luong, projects N5, D4 in the Southeast Economic Zone; Nghi Thiet Cement Grinding Station, Nghi Thiet Petroleum Depot;...).

In addition, localities, agencies and units have focused on building and implementing the model of "People-friendly administrative style", "Quick and concise administrative procedure reform", building criteria for cultural behavior, professional ethics, and preventing harassment and inconvenience to the people. The recruitment of civil servants has many innovations, ensuring objectivity, fairness, and improving input quality. The District People's Committee has directed the Department of Home Affairs to coordinate with specialized departments and offices to advise on the development of regulations and plans for the mobilization and rotation of teachers and staff of schools in the district to ensure the requirements of teaching and learning.

With drastic solutions, administrative reform in Nghi Loc district has had positive changes, creating favorable conditions for attracting investment and developing the local socio-economy. Notable results, the production value in the first 6 months of the year (according to SS 2010 prices) reached 5,135.08 billion VND (achieving 47.09% of the yearly plan), up 16.58% over the same period in 2016. The district has well implemented the direction of developing agricultural production, speeding up the progress of site clearance for key projects of the province, continuing to coordinate with provincial departments to attract investment projects to the area.

Mr. Nguyen Tien Dung - Chairman of Nghi Loc District People's Committee said: "In the coming time, Nghi Loc will focus on leading the work of administrative reform, focusing on reforming administrative procedures; improving the efficiency and effectiveness of the state apparatus in the direction of quickness, accuracy, and compliance with the law; improving the public ethics of cadres and civil servants, being close to the people, understanding the people and being responsible to the people, on that basis establishing mechanisms and policies to meet the legitimate needs of the people and businesses; continuing to create a favorable environment to attract investment in the area".
