According to Decision No. 109/2007/QD-UBND dated July 21, 2007 of the People's Committee of Nghe An province, the deadline for resolving old collective housing in Vinh city must be basically completed in 2015. However, due to the slow progress of the resolution, the resolution process still encountered many difficulties and problems, in Notice No. 498/TB-UBND dated September 25, 2014, the People's Committee of the province extended the deadline for resolving old collective housing in Vinh city until the end of 2017.

Solving the problem of collective housing is a humane policy that both improves the quality of life for people and contributes to urban beautification. Therefore, this policy receives the agreement and support of the majority of beneficiaries.

As Mr. Le Ngoc Xuan - Block 11, Ben Thuy Ward (belonging to Vinh Wood Factory Collective Housing Area) expressed: We are very excited and grateful to the authorities at all levels for creating conditions for us to have the opportunity to settle down on the spot, build spacious houses to replace the previous dilapidated collective housing blocks.

However, many households in other old apartment buildings included in the project have not had the same joy as Mr. Xuan because there are still many problems in the process of resolving them.

As of August 20, 2016, the city has resolved 100/156 collective housing areas in accordance with the planning (reaching a rate of 64.1%). In 2016, Vinh City People's Committee assigned the resolution target to wards and communes with a total of 44 collective housing areas in accordance with the planning in 19 wards and communes, but up to now, only 17/44 collective housing areas have been resolved (reaching 38.63% of the assigned target), the number of resolved households is 814/1632 households (reaching 49.87%). The remaining 27 collective housing areas are being focused on directing resolution.

Many problems...

Ben Thuy Ward is one of the areas with many old collective housing areas with many affected households. Despite many efforts, so far only 4/11 areas have been resolved. And currently, the focus is on resolving the remaining 7 areas, of which the Wood Factory Area has resolved 80/94 households, while some households do not have land to resettle...

According to Mr. Nguyen Van Ngoc - Chairman of Ben Thuy Ward People's Committee: The difficulty in handling collective housing areas in the ward is mainly due to incomplete valuation documents. In some areas, some households do not agree with the State's plan and policy on handling collective housing areas. Some households have actual areas larger than the areas on the documents, so they request to divide the actual areas correctly, while other households request to divide equally, so it is very difficult to resolve.

In addition, there is not much resettlement area left in the ward while the number of households to be resettled is large. Some collective housing areas such as Vinh Fiber Factory in Block 7 and Block 9 with 246 households, the site clearance related to infrastructure relocation (low voltage electricity, canals) must mobilize a large amount of funds from the people (about 600 million VND), so there are many difficulties...

In addition to the lack of land for resettlement, some wards and communes have not really paid attention and mobilized the entire political system to solve the problem, "verifying documents and records for collective housing prices" is also a big difficulty, said Mr. Nguyen Hoang Minh - Head of the Department of Natural Resources and Environment of Vinh city.

Many KTTs were liquidated and priced houses before 1993. Now the pricing agency has been dissolved or merged, and no longer stores pricing records, while people have lost their documents or the collective housing pricing agency is not actively cooperating, so the verification process is very difficult and time-consuming.

Some cases were valued at housing prices but now the documents have been lost; the company has been dissolved so there is no basis to determine the time of valuation. In particular, some files show signs of forgery, leading to difficulties in the processing process, even having to send documents to the police agency for appraisal and authentication: Friendship Company Area in Hong Son Ward; the planning area of ​​the housing complex of the Transport Enterprise of Construction Company No. 6, and the Geological Survey Housing Complex in Trung Do Ward.

In some cases, the time of house purchase and sale is not consistent with the documents for house purchase and sale (such as house purchase and sale contract, house handover document, receipt, documents proving deduction of house purchase money from salary, etc.). People request to apply the earliest time in the documents for house purchase and sale, but the Department of Finance instructs to apply according to the time shown on the house purchase invoice.

In addition, some people living in the KTT are not eligible for land allocation according to Decision No. 78/2014/QD-UBND dated October 27, 2014 of the Provincial People's Committee (typically the KTT of the State Reserve Sub-Department of Nghe Tinh area in Nghi Phu commune and Ha Huy Tap ward because they do not have price documents and their household registration is not in Vinh city).

Therefore, the settlement process must request a special mechanism, which prolongs the implementation time. Some households do not cooperate with the settlement of land use rights because they are too poor, do not have money to pay land use fees, do not have money to build houses after land clearance and allocation, so they are not interested in and do not agree with the settlement plan...

Need for drastic and synchronous participation

Vinh City still has 56 old collective housing areas that need to be resolved, mainly concentrated in the wards of Ben Thuy, Trung Do, Cua Nam, Quan Bau... The extension schedule of the Provincial People's Committee is to complete in 2017 while the number of affected households is large, the number of resettled households is large. If Vinh City does not have truly drastic and effective solutions and the functional sectors do not actively participate, it will be difficult to achieve the proposed roadmap.

Regarding this issue, Mr. Nguyen Hoang Minh - Head of the Department of Natural Resources and Environment said: determining the settlement of old collective housing areas in the area is the top important political task, the prerequisite criterion for classifying wards and communes in the field of natural resources and environment.

The leaders of the City Party Committee and People's Committee have assigned the Party Committee, People's Committee, and mass organizations of wards and communes to take drastic action in propagating, explaining, and mobilizing the people. Strengthening the work of inspection, supervision, and urging to resolve, promptly remove obstacles, and speed up the implementation progress.

In addition, the city also recommended that the Provincial People's Committee promptly allocate capital to implement projects according to approved plans such as Quyet Mountain Park, Ancient Citadel planning... and at the same time direct departments and branches to promptly remove difficulties and obstacles, recommendations and proposals of the city on related issues. For households in extreme difficulty, the policy of debt payment of land use fees within 5 years without interest will continue to be implemented...

Some wards and communes such as Ben Thuy ward also proposed to increase the number of cadastral officers because the area is large, there are many collective housing areas that need to be resolved, there are many problems in the handling process while the human resources are only one cadastral officer who has to take on many other tasks, so the consultation process is difficult...
