Mr. Bui Manh Quynh, hamlet 8, Thanh Luong commune raised the issue that currently, the percentage of people whose lives depend on agriculture is still high in our country, however, the output of agricultural products is still unstable, and there are even products that have to be abandoned when foreign countries do not import.

Mr. Quynh also raised the issue of input quality of agricultural production such as seeds that are still in circulation and must be imported from abroad. “There are many scientists and doctors, but seeds must be purchased from China,” this voter expressed and suggested that the State strengthen its management role in this field.

On the afternoon of April 26, at Thanh Luong commune, National Assembly deputies including Mr. Ho Duc Phoc - Member of the Party Central Committee, State Auditor General and Ms. Dinh Thi Kieu Trinh - officer of the Department of Labor, Invalids and Social Affairs met with voters of Thanh Ngoc, Ngoc Son, Xuan Tuong, Thanh Luong, Thanh Yen, Thanh Khai, Thanh Long, Vo Liet, Thanh Chi communes, Thanh Chuong district before the 3rd session of the 14th National Assembly.

From there, voter Bui Manh Quynh suggested that the National Assembly should strengthen supervision in market management of agricultural materials so that farmers can feel secure in production; at the same time, the National Assembly should have policies to create conditions for scientists to research products such as high-quality plant varieties, avoiding dependence on imports.

Also related to the agricultural sector, voter Van Dinh Du - Secretary of the Thanh Khai Commune Party Committee reflected on the difficult situation of agricultural product output. Citing the current market price of live pigs at only about 30,000 VND/kg, which makes farmers not profitable, this voter suggested solutions to help farmers feel secure in sticking with agriculture.

Regarding the agricultural sector, according to voters' feedback, the State Auditor General believes that the market issue is placed in the requirement of macroeconomic balance. Only with a market can products be developed.

He said that the National Assembly is expected to soon pass the Law on Support for Small and Medium Enterprises, which includes marketing support for product consumption. This is an open direction for product consumption, including agricultural products.

This delegate also said that he would accept voters' recommendations on the agricultural sector to forward to the National Assembly.

Non-professional staff salary is not enough to live on

Also at the conference, many voters suggested policies for officials at the commune level. Voter Bui Van Tam, Thanh Luong commune, gave evidence that non-professional officials earn only 1-1.2 million VND/month, which cannot meet the needs of life, so research is needed to solve this problem.

Voters also proposed to arrange staff for the position of commune-level party committee office because the workload is large but they are also non-professional staff.

Regarding this issue, sharing the difficulties raised, Mr. Ho Duc Phoc said that non-professional activists at the commune level are entitled to allowances. The specific allowance level for each position is regulated by the Provincial People's Council.

However, in the specific conditions of Nghe An, the province's budget revenue can only meet 50% of expenditure, the rest is regulated by the Central Government.

This delegate said: Currently, the province is focusing on economic development to strive for budget revenue exceeding expenditure, thereby creating conditions to increase salaries for part-time staff.

At the conference, voters of the above communes also had to discuss the issue of job creation for graduates, investment in infrastructure for new rural construction, erosion prevention on Lam River, implementation of policies for policy beneficiaries with incomplete documents, administrative reform, and improving the effectiveness of putting promulgated laws into practice.

Mr. Ho Duc Phoc received and explained these opinions of voters of the above communes.
