1. Government's borrowing and debt repayment plan in 2017

The Prime Minister approved the Government's borrowing plan for 2017 of VND 342,060 billion, including: VND 243,300 billion in domestic borrowing and VND 98,760 billion in ODA and foreign preferential loans, of which VND 316,300 billion is borrowed for balancing the state budget (VND 172,300 billion is borrowed to cover the deficit and VND 144,000 billion is borrowed to repay principal); VND 25,760 billion is borrowed for re-lending.
The Prime Minister also approved the Government's debt repayment plan for 2017 of VND 260,150 billion, of which: Direct debt repayment of the Government in 2017 is VND 242,900 billion; debt repayment of re-lending projects is VND 17,250 billion.
Approving the limits guaranteed by the Government and medium- and long-term foreign commercial loans of enterprises and credit institutions in the form of self-borrowing and self-payment in 2017, including: The limit of domestic bond issuance guaranteed by the Government by the Vietnam Bank for Social Policies is a maximum of VND 9,250 billion; the limit of domestic loan guarantees (net capital withdrawals) guaranteed by the Government for national key projects is a maximum of VND 8,000 billion; the limit of foreign commercial loans of enterprises and credit institutions guaranteed by the Government is a maximum of USD 700 million; the limit of foreign commercial loans of enterprises and credit institutions in the form of self-borrowing and self-payment is a maximum of USD 5,500 million; the limit of loans of local authorities is a maximum of VND 23,857 billion...
2. Create maximum conditions for pork export

Deputy Prime Minister Trinh Dinh Dung has just signed Document No. 597/TTg-NN, requesting ministries, branches, and localities to accelerate negotiations to find export markets for livestock products, creating maximum conditions for pork exports.
In recent years, our country's livestock industry has developed rapidly, meeting the domestic demand for meat products and gradually expanding to export with more diverse products, increasingly high quality, and lower prices; the livestock industry has made a positive contribution to the overall growth of the economy.
However, since the end of 2016, the pig farming industry has developed too rapidly, leading to a large oversupply and a sharp drop in pork prices, which has directly affected farmers, especially poor farmers, animal feed and veterinary medicine businesses.
To resolve difficulties in the livestock industry, especially pig farming, to help farmers reduce difficulties, stabilize development, and make livestock products competitive in both domestic and international markets, in terms of quality, food safety and price, both short-term and long-term solutions are required.
3. Add members to the Price Management Steering Committee

According to Decision 690/QD-TTg dated May 11, 2014, the Price Management Steering Committee is responsible for researching and assisting the Prime Minister in reviewing, approving or deciding on major policies and orientations on price management in each period; synchronously implementing policies on prices of important and essential goods and services; deciding on specific price management measures for a number of important and essential goods and services appropriate in each period; implementing price stabilization measures for important and essential goods and services.
The Steering Committee also assists the Prime Minister in directing ministries, agencies, and provincial and municipal People's Committees to implement state management of prices in accordance with the Government's goals and requirements on controlling inflation and stabilizing the macro-economy in each period; and handling a number of other issues related to price management of a number of important and essential goods and services when assigned by the Prime Minister.
At the same time, the Steering Committee assists the Prime Minister in organizing discussions, seminars, and collecting opinions from experts, scientists, industry associations, organizations, and relevant individuals on policies, solutions, and price management and operation when necessary; surveying and researching domestic and foreign practices within the scope of assigned tasks to improve the capacity and operational efficiency of the Steering Committee.
4. Create the most favorable conditions to attract businesses to invest in agriculture

The draft Decree on policies to encourage enterprises to invest in agriculture and rural areas needs to inherit the viewpoint of Decree 210/2013/ND-CP, in which priority is given to creating the most favorable conditions for accessing policies, increasing support capital to attract enterprises to invest in agriculture and rural areas such as: encouraging with both incentive mechanisms and support policies, limiting direct support from the state budget.
The announcement clearly stated that, regarding the name of the Decree, it is necessary to reconsider the content of encouraging enterprises or developing enterprises in agriculture and rural areas; it is necessary to consider and supplement the issue of starting a business in agriculture, in order to increase the value of agricultural production.
Regarding specific content, the Deputy Prime Minister requested to receive opinions from ministries and branches and focus on the issue of land accumulation and concentration, which is a major issue that determines the production scale of enterprises and the competitiveness of production scale in the context of globalization. The draft needs to focus on issues of land tax exemption and reduction, public announcement of planning, capital contribution in the form of land use rights or land use rights transfer, etc. Currently, according to the 2013 Land Law, there is no longer a form of state land allocation with land use fees for land used for agricultural production purposes, so it will be very difficult to have a preferential mechanism on land use fees. Therefore, the Drafting Committee needs to continue reviewing to supplement and adjust to comply with the current Land Law.
5. Teaching foreign languages with no more than 25 students/class

According to Decree No. 46/2017/ND-CP, foreign language and information technology centers operating in education must ensure the following conditions:
1- There is a decision to establish or permit establishment by a competent person as prescribed in Clause 1, Article 47 of Decree 46/2017/ND-CP.
2- There are managers, teachers, and technicians who teach theory and practice and ensure professional qualifications according to regulations; accountants and cashiers who meet the center's operational requirements. The number of teachers must ensure an average ratio of no more than 25 students/1 teacher/class.
3- There are enough classrooms and suitable functional rooms to meet the requirements of the training program; offices for the administrative apparatus according to the organizational structure of the center to serve management and training work. Classrooms have enough light, with a minimum area of 1.5 m2/student/class.
4- Have textbooks, documents, and equipment for teaching and learning according to the requirements of the training program; have libraries, laboratories, internships, practice facilities, and other facilities that meet the requirements of the training program and scientific and technological activities.
6. Deputy Prime Minister requests clarification on abandoned trillion-dollar factory

Deputy Prime Minister Truong Hoa Binh requested the Government Inspectorate to check the press's report on the abandoned trillion-dollar factory in Nghe An province.
Previously, on April 24, 2017, Nghe An Electronic Newspaper reported that the Tan Hong Pulp Factory project (in Chi Khe commune, Con Cuong district, Nghe An province) with an investment of thousands of billions, after a short period of operation, has now been abandoned; the factory and machinery have deteriorated due to lack of operation.
Regarding this matter, Deputy Prime Minister Truong Hoa Binh requested the Government Inspectorate to check the content reported by the press, handle it according to its authority and legal regulations, and report the implementation results to the Prime Minister before May 25, 2017.
7. Conditions for provinces to re-borrow from ODA loan sources

Specifically, provincial People's Committees are allowed to re-borrow from ODA loans and preferential loans when meeting the following conditions:
1- There is a project that is permitted by a competent authority to mobilize loans to carry out investment in socio-economic development or a project with a capital contribution from the local budget under the public-private partnership method, belonging to the expenditure task of the local budget, belonging to the medium-term public investment plan of the locality approved by a competent authority according to the provisions of the Law on Public Investment.
2- The project is allocated counterpart capital for implementation in accordance with current regulations.
3- The total outstanding debt of the local budget at the time of appraisal of the investment policy of the program or project must not exceed the outstanding debt limit of the local budget as prescribed by the State Budget Law.
4- No Government loan overdue for more than 180 days.
5- The annual debt repayment obligation of the Provincial People's Committee for ODA and preferential loans shall not exceed 10% of the local budget revenue enjoyed according to decentralization at the time of reviewing the re-loan.
8. Supplementing the List of high technologies prioritized for investment and development

9. Deputy Prime Minister requests clarification of some cases of deforestation and forest fires

Deputy Prime Minister Truong Hoa Binh has asked the Ministry of Agriculture and Rural Development to investigate and clarify issues related to deforestation and forest fire prevention in some localities.
Previously, the electronic newspaper BNEWS.VN, issue 21/4/2017, had an article "Dien Bien removes obstacles in solving the situation of deforestation and illegal migration in Muong Nhe"; the electronic newspaper VTV.vn, issue 24/4/2017, had an article "Melaleuca forest fire in An Giang: Caused by people throwing away cigarette butts", the issue 17/4/2017 had an article: "Quang Nam strengthens forest fire prevention" and the issue 8/4/2017 had an article: "Khanh Hoa: Strengthening forest fire prevention in Khanh Vinh district".
The Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to inspect and clarify the issues reflected in the above articles; at the same time, focus on urging the provinces of Khanh Hoa, An Giang, Quang Nam and other localities to pay attention to forest fire prevention and fighting.
10. SIM cards are only issued at telecommunications service points.

This is one of the contents of Decree No. 49/2017/ND-CP amending and supplementing Article 15 of Decree No. 25/2011/ND-CP dated April 6, 2011 and Article 30 of Decree No. 174/2013/ND-CP dated November 13, 2013.
According to Decree No. 49/2017/ND-CP, mobile subscriber SIM (a device that has been assigned a specific subscriber number and contains other relevant data and information used for the provision and use of mobile telecommunications services) can only be provided to individuals and organizations at telecommunications service points and after the telecommunications service points have completed the provisions in Clause 4, Article 15 of Decree No. 25/2011/ND-CP.
Telecommunications enterprises licensed to establish networks and provide terrestrial and satellite mobile telecommunications services may only provide mobile telecommunications services to subscribers after completing the review, inspection, and ensuring that subscriber information of individuals and organizations in their centralized database has been compared, entered, stored, and managed in accordance with regulations.
