Nghe An: Slow progress in disbursing public investment capital

(Baonghean.vn) - By the end of the third quarter of 2017, Nghe An had only disbursed about 65% of public investment capital. This has greatly affected the province's economic growth rate, with many projects behind schedule.

Total public investment capital implemented in 2017 in Nghe An was more than 3,656 billion VND. Results of the first 9 months of the year, the implementation volume is estimated at 2,639 billion VND, reaching 72.18%, disbursement reached 65.21%.

According to the projects directly managed by the district, up to now, 15 districts have disbursed over 50%, of which districts with high disbursement rates are Dien Chau 97%, Tuong Duong 79%, Do Luong 79%, Nghia Dan 84%, Quynh Luu 82%; Cua Lo 71%, Yen Thanh 69%...

However, according to the Department of Planning and Investment, the disbursement progress of some capital sources and some projects is still slow, and the remaining amount of unrecovered advances is still large.

Up to now, the disbursement rate of some capital sources is still low, such as national target programs (18% due to late capital allocation), and foreign capital (35%).

Foreign capital is slow mainly in two large projects due to land clearance problems: the Medium-sized Urban Development Project in Vietnam - Vinh City sub-project worth VND505,421 billion (disbursed as of September 15 is VND182,835 billion) and the Nghe An Province Flood Area Restoration Project worth VND109 billion (disbursed as of September 15 is VND39,538 billion).

If calculated according to projects directly managed by the district, there are still 6 districts with disbursement rates below 50%, including Hoang Mai Town 39%, Ky Son 43%, Nam Dan 45%, Con Cuong 48%, Que Phong 44%, Vinh City 20%...

Districts still have many projects that have not been disbursed or have disbursed less than 50% such as Hoang Mai (8 projects disbursed less than 50%, of which 6 projects have not been disbursed); Nghi Loc (7 projects disbursed less than 50%, of which 6 projects have not been disbursed); Vinh City (7 projects disbursed less than 50%, of which 4 projects have not been disbursed).

The main reasons for slow disbursement are due to site clearance problems, projects that are in the process of final settlement procedures and have not yet been disbursed, bidding packages that are being bid or have just been bid and are being implemented for disbursement...

In addition to the slow disbursement progress, disbursement in the form of advance payments is also a problem. Currently, in the province, the outstanding advance payments that have not been recovered are still large. Currently, the Provincial People's Committee has directed the establishment of an interdisciplinary inspection team led by the Provincial Inspectorate to inspect projects with long-term advance payments./.
