Since the planning of this route was announced, it has attracted special attention from domestic and international businesses and investors.

“The most special avenue in Vietnam”

Recently, a consultant from BRG Group (Hanoi) presented to the leaders of Nghe An province and other sectors the detailed planning of Vinh - Cua Lo Avenue - a key project that is accelerating the progress of site clearance for construction at the end of 2017. The planning of both sides of the route creates an avenue with the idea of ​​both modernity and romance, with commercial, service and tourism functions, creating momentum for connecting the two urban areas of Vinh - Cua Lo to become a modern, worthy urban area.

According to the consultant, this is a planning for a boulevard, so the locality needs to respect the planning designation. This will also be very different for Nghe An to pay attention to when implementing the planning, because not long ago Nghe An adjusted the roadbed scale from 160m to 95m. This roadbed adjustment also raises problems when implementing the above planning.

The planning was assessed by architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Development Planning Association, this is a "super project" because of the large research scope of 1,333 hectares, length of more than 10km.

Architect Tran Ngoc Chinh compared the connections from Do Son to Hai Phong, from Sam Son to Thanh Hoa, however these connections mainly solve traffic problems and do not have such a wide research scope, while the Vinh - Cua Lo Boulevard route, implemented by international consultants, has green parks, hanging gardens, overhead bridges, greenhouses, natural landscapes of Nghe An on both sides of the route and will create a tourist route for visitors and will be the most special route in Vietnam.

Mr. Tran Ngoc Chinh affirmed: This is a step to ensure the construction of Vinh worthy of the North Central region according to the Vinh city planning approved by the Prime Minister. Connecting Vinh with Cua Lo is very important when expanding the "coat" for Vinh and this axis is the most special connection point. The planning needs to ensure green traffic routes, smart traffic, towards the sea, Lam River and Vinh airport, connecting with Ha Tinh, and connecting with the North - South with the function of trade and tourism services.

The design idea also connects the route to the beautiful landscapes of Nghe An such as Cau Cau tea island, with the rustic and poetic beauty of Nghe An, with Lam river, with Cua Lo beach, the road to Nghe An with green mountains and blue water...

According to the plan: On the route, there are 3 horizontal connecting routes, at each connecting point (intersections) there is the idea of ​​urban clusters like blooming flowers and the axis, connecting routes are the trunks and branches of the flowers. The route is divided into 5 areas: Commercial area, commercial and research and development area, training area, green space area and commercial area combined with tourism. At the beginning of the route (Vinh city), it is proposed to have 2 welcome urban towers, on the route there are stations, subways, villas, urban areas. Along the route are green parks, green traffic above...

Attracting investment is the core factor in implementing planning.

Remember at the meeting with investors at the beginning of the year, Ms. Nguyen Thi Nga - Chairwoman of BRG Group said that if the Vinh - Cua Lo urban axis is planned systematically by international planners, the entire Vinh - Cua Lo expanded urban area will be a modern urban area, comparable to the economic development center of the North Central region and the whole country.

Emphasizing that because the Vinh - Cua Lo axis will attract many interested investors when the project creates a large and valuable land fund, and according to delegates, it could also be the center of Vinh city in the future.

The new land fund located on both sides of the boulevard with diverse types of transportation will attract many businesses and people, which will be a new investment opportunity for many investors in the fields of real estate, trade, services, and tourism.

During the process of giving comments on the planning, many opinions said that attracting investment is the most basic factor to successfully implement the Vinh - Cua Lo boulevard planning.

Mr. Trung Thanh Cong - Deputy Office of the Provincial People's Committee said: To be successful, this planning must discover and take advantage of vacant land funds to avoid large land acquisition and clearance, thereby calling for investment. Only when investment is attracted can the planning be successful. Secondly, in addition to ensuring a fast connection axis, the traffic here must be diverse, with pedestrian roads, roads for cars, buses, subways, how to create convenience and attract people from the two urban areas and surrounding areas to participate in the route to make this axis bustling, avoiding the construction of highways. When attracting investment, Cua Lo will also have more opportunities to develop.

Mr. Nguyen Hong Ky - Director of the Department of Transport also said that the consultant needs to absorb opinions and complete the planning better, creating a real highlight for a modern and romantic highway.

Commenting on the planning, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed: Vinh - Cua Lo Boulevard is a dynamic route, a growth pole of the province, of great importance in the urban development of Vinh, Cua Lo in particular and the socio-economic development of Nghe An in general, which will be started this year. The detailed planning of both sides is of great importance for attracting investment and creating new land funds for exploitation, contributing to the development of Vinh city by 2020, becoming the center of the North Central region.

The route planning needs to continue to be revised to ensure quality, aesthetics and serve well the socio-economic development of Nghe An. The Provincial People's Committee directed the departments to establish professional groups to give comments and feedback from the beginning. It is recommended that Vinh city and Cua Lo actively participate so that the planning can be completed and implemented soon. Secretary of the Provincial Party Committee Nguyen Dac Vinh also noted that departments, branches and localities need to pay more attention to the buffer zone and green space of the avenue.

Chairman of the Provincial People's Committee Nguyen Xuan Duong also said that if the planning is completed as intended, Vinh - Cua Lo Boulevard will be the most special boulevard in Vietnam.

The Vinh - Cua Lo Boulevard Project (approved by the Provincial People's Committee in Decision No. 994/QD-UBND-CN dated March 3, 2010 and approved for adjustment on May 2, 2012) has a total investment of 4,157 billion VND from the State budget with a length of 10.8km, according to urban main street standards. Currently, site clearance is being carried out on the entire route and more than 3km through Cua Lo town has been constructed.
