(Baonghean.vn) - Working with the Department of Planning and Investment, the leaders of the Department of Home Affairs affirmed that administrative reform is a regular task to improve the investment environment and enhance the competitiveness index.

Reporting on administrative reform (PAR), Mr. Pham Van Vinh - Deputy Director of the Department of Planning and Investment said: Identifying PAR as a key task in implementing the political tasks of the unit, therefore, every year, the Department of Planning and Investment develops a program and plan to implement PAR of the Party Committee, assigning specific tasks to each Party Committee member, considering this as one of the solutions to determine important criteria for ranking the emulation of cadres and civil servants of the entire agency.

In 2016 and the first 8 months of 2017, the People's Inspectorate coordinated with the Department Office to conduct 49 inspections and compliance with working hours of civil servants. The results of the inspections as well as the implementation of administrative reform were evaluated and widely announced by the Emulation Grading Council at the monthly agency-wide meeting.

The Department has directed and implemented the review and publication of administrative procedures in the sector's management areas. Advised on the publication of administrative procedures under the Department's jurisdiction with 261 procedures, including 222 newly issued procedures and 39 administrative procedures amended, supplemented or replaced.

Up to now, the Department has deployed 210 sets of procedures in the field of business registration through online public services at level 4 through the National Business Registration Portal, 18 sets of procedures in the field of appraisal have deployed online public services at levels 2 and 3 on the province's online public service portal.

In 2017, the total number of received applications was 7,046, the number of resolved applications was 6,952; 6,940 were returned on time; 12 were returned late (due to slow response from departments and branches).

At the same time, the Department is interested in modernizing offices, applying information technology to the work of directing, operating and performing public duties. In 2016, the Department upgraded the software used on the web platform, applied digital signatures in issuing documents and electronic storage, meeting new trends and requirements, allowing the implementation of operations through mobile devices such as smartphones, tablets, etc. 100% of incoming and outgoing documents are submitted and automatically numbered online; 100% of officers and civil servants use email and apply software to exchange and perform work.

Currently, the rate of online business registration is 65%, new online registration is 70%, people mainly transact online. At the same time, the Department applies software in management and operation to perform professional tasks, reducing administrative procedures.

In addition, the Department also builds a complete job position, arranges staff in departments and divisions, suitable to capacity and expertise, and has a recruitment mechanism to attract high-quality human resources. Implements many solutions to build a team of cadres, civil servants, and public employees; trains and fosters to improve political qualifications, expertise, and administrative skills.

Discussing at the working session, the delegation highly appreciated the results of administrative reform work of the Department of Planning and Investment. At the same time, it was pointed out that the Department has not yet issued Resolutions, conclusions, and directives of the Party Committee on promoting administrative reform; Some specialized plans have not been issued separately to more effectively implement administrative reform work but are only integrated into the annual administrative reform plan such as: Administrative reform propaganda plan, IT application plan; The annual declaration and supplementation of civil servant records is not complete; Some internal regulations have not been amended and supplemented in a timely manner...

Concluding the meeting, Mr. Le Dinh Ly - Deputy Director of the Department of Home Affairs emphasized that in order to better implement administrative reform in the coming time, he requested the Party Committee and leaders of the Department of Planning and Investment to continue to lead and direct administrative reform more strongly; develop and issue resolutions, conclusions and directives of the Party Committee on promoting administrative reform. Strengthen the role of leaders, Party Committees, heads of departments and heads of affiliated units in implementing administrative reform.

Continue to review administrative reform tasks, regularly update administrative procedures when there are changes; Continue to promote the application of IT in management and implementation of tasks; effectively exploit shared software.

The Deputy Director of the Department of Home Affairs affirmed that administrative reform is a regular and continuous task. Therefore, the Department of Planning and Investment needs to take the lead in actively directing the implementation of reviewing, announcing, and simplifying administrative procedures that benefit people and businesses, especially reducing the time to handle administrative procedures to improve the investment environment and enhance the provincial competitiveness index./.
