Yen Thanh: 'There are positions at the grassroots level that have no work to do'

(Baonghean) -Frankly admitting the limitations in local personnel work, many grassroots officials of Yen Thanh said that some positions could be eliminated but still exist.

Focus on training and developing staff

First of all, it must be affirmed that in recent years, Yen Thanh district has had many bright spots in the fields of new rural construction, education, health care, hunger eradication, poverty reduction, etc. Achieving these achievements has an important role of the team of cadres and civil servants from the district to the grassroots.

Comrade Phan Huy Hai - Head of the Organizing Committee of Yen Thanh District Party Committee, shared: The current cadres at all levels in Yen Thanh are trained to standardize both professional and political qualifications and have matured in many aspects. The proof is that 100% of the key cadres at the district level have university degrees and standard political qualifications.

Of the 41 members of the District Party Committee Executive Committee, 100% have university degrees and 37/41 have advanced political degrees, the rest have intermediate degrees. The majority of cadres and civil servants in Party, government and civil service agencies at the district level have received basic training in connection with political tasks and practical work, overcoming the situation of only focusing on qualifications without paying attention to professional qualifications.

At the commune level, the cadre work has also been gradually standardized, with sufficient qualities, capacity and qualifications to meet the requirements of the task. Son Thanh commune has proactively "nurtured" young people in the hamlets to be included in the semi-professional team.

From this team, through practical activities, the Party Committee monitors and grasps the capacity and strengths of each individual, and at the same time, based on the professional needs that the locality needs, encourages and motivates the semi-professional team to go to school and includes them in the planning and arrangement for use after training, creating motivation for cadres to strive and study.

For example, comrade Nguyen Tri Trung, from the commune Youth Union Secretary, was sent to study intermediate political studies, after the Youth Union age limit was over, he was arranged to be the Cultural - Social Committee member of the commune, then went to university and is now the Chairman of the Commune People's Committee. Or comrade Nguyen Van Chien, from an agricultural extension worker, the locality created conditions for him to study intermediate agricultural studies, then went to university specializing in social management, now holds the position of Vice Chairman of the Commune People's Committee...

Comrade Nguyen Tri Hoa - Secretary of the Party Committee of Son Thanh commune, said: Because the majority of the cadres have matured from practical movements, "intensively" performed many tasks and always cultivated ethics, a style of attachment and closeness to the people, they are all very steadfast.

For decades in a row, Son Thanh has not had any district officials transferred or reinforced, but the locality has still created comprehensive development, being the first commune in the province to reach the new rural finish line; and the average income per capita is currently 50 million VND/year.

In Hop Thanh commune, the quality of cadres is also concerned in the direction of standardization. Comrade Hoang Van Ly - Secretary of the Party Committee of Hop Thanh commune gave a comparative figure: Before 2010, the commune cadre team only had 4 university graduates, but now there are 18/22 full-time cadres and civil servants with university degrees and basically popularized intermediate political education.

In particular, the training expertise has been better ensured in terms of structure, including agricultural universities, law universities, culture universities, state management universities, etc. By doing so, the quality of the communal staff has been improved, creating positive changes in the implementation of political tasks in the locality, reaching the NTM target by 2015.

Issues raised

At the conference summarizing 30 years of implementing the Resolution of the Central Committee 3 (VIII term) on cadre strategy in the period of promoting industrialization and modernization of the country, Yen Thanh District Party Committee frankly pointed out a number of shortcomings and limitations in cadre work. In particular, the weakest link is the work of cadre evaluation, which is sometimes formal and not substantial. There is still a situation where key cadres at the grassroots level are reluctant to study to improve their qualifications and are forced to be replaced when they do not meet the requirements of professional and political qualifications.

In addition, many grassroots cadres believe that some positions can be eliminated but still exist. According to comrade Hoang Van Ly - Secretary of the Party Committee of Hop Thanh commune, "There are positions that have no work to do", such as the position of Vice Chairman of the Commune Fatherland Front with 2 people, the Commune Military Committee also has 2 people, or positions doing religious work, emulation - reward... Some regulations of all levels on full-time and part-time apparatus are still cumbersome, some positions "are redundant if they exist, and lacking if they do not exist".

Because there are regulations at the central and provincial levels, the sectors and organizations always want to "force" the grassroots to arrange enough numbers according to regulations, leading to an increase in staff, low income, and the phenomenon of pushing work. In the hamlets, where there used to be militia squad leaders, now there is no need to have a village team leader; or the position of agricultural extension worker or person in charge of children at the hamlet level is also not needed.

Although not a level in the political system, people working in the hamlet play a very important role. They are close to the people and directly bring the Party's policies and resolutions and the State's policies into life.

However, the difficult problem is that every time the Party cell congress and hamlet chief are elected, they have to "light the torch" to find people to do the work. Comrade Nguyen Duy Tuan - Secretary of the Party Committee of Bac Thanh commune said: "Because the budget to pay and support people to do the work of Party cell secretaries and hamlet chiefs is very small, while the daily work is a lot, so few people are interested in "carrying the prison and the village". Young people are worried about going to work to earn money, the elderly do not want to do it because of the pressure of work.

Therefore, all hamlets have a common situation of finding people to reserve for the team of Party cell secretaries and hamlet chiefs in the villages and hamlets." Comrade Nguyen Huu Cuong - Secretary of the Party Committee of Trung Thanh commune said that it is necessary to make a hamlet leadership plan, at the same time promote the development of party members, and attach the responsibility of party members to the general movement.

Based on the actual situation of the district, comrade Phan Huy Hai - Head of the Organization Committee of Yen Thanh District Party Committee said that competent authorities and branches need to continue to conduct investigations and research, based on specific task requirements at the grassroots level to prescribe positions reasonably, avoiding redundancy and cumbersomeness.

Along with that is a financial support mechanism, increasing allowances for grassroots teams, avoiding the situation of "eating at home and carrying the prison and the whole country", making it difficult to mobilize and select capable people to take on and shoulder common tasks.
