Vinh City: 'Skillful mass mobilization' to build urban civilization

Building models in practical, urgent fields

Implementing the 72m road project, Hung Dong commune has an affected area that needs to be recovered of nearly 20 hectares with 179 households affected on agricultural land, 177 households affected on residential land and 144 households having to resettle in 4 hamlets: Yen Binh, Trung Thuan, Trung Tien, Mai Loc and Hung Dong 2 Agricultural Cooperative. Identifying this as a key project of the province and city, the Party Committee of Hung Dong commune has directed to focus on propaganda and mobilize people to respond.

However, the site clearance progress was extremely urgent, from the time of implementation to the time of handing over the site was less than a month. Meanwhile, the site clearance work appeared unfavorable factors, especially many households disagreed because the same project but the compensation price in Hung Dong was lower than in Quan Bau ward.

Therefore, Hung Dong commune has established 4 working groups associated with 4 affected hamlets to coordinate with the city's working group to implement people's mobilization; including building 2 "Skilled People's Mobilization" models in Trung Tien hamlet and Mai Loc hamlet with the participation of the mass mobilization bloc of the Party Committee, hamlet executive committee, socio-political organizations and households.

Secretary of Mai Loc hamlet Party cell Pham Ngoc Dinh said that the 72m road - passing through the hamlet about 50m and more than 60 households were affected. In carrying out the site clearance work, the Party Committee and the Party cell discussed and assigned tasks to Party members to be pioneers and exemplary in the implementation process.

With the motto "easy first, difficult later", "mobilizing family and relatives first; neighbors and villages later"; "going from house to house, mobilizing each person", Mai Loc has carried out site clearance on schedule.

Comrade Tran Duc Dinh - Deputy Secretary of the Party Committee, Head of the Mass Mobilization Bloc of Hung Dong commune shared: The Party Committee, the government, the Fatherland Front and the organizations have taken drastic action, regardless of time. At night, noon, on Saturdays and Sundays, we all went to mobilize, discuss and share with the affected households, especially to explain the compensation price regulations and benefits to the locality when the 72m road is completed. Therefore, 100% of the households have demolished their houses, structures, trees and handed over the site on schedule".

In 2017, the Party Committee of Ha Huy Tap Ward's Mass Mobilization Bloc registered 2 models of "Smart Mass Mobilization", including the model of "Self-management Team in urban order work". The Ward People's Committee registered and seriously implemented this model with 5 strict criteria: "The route does not post classified ads, hang clothes in front of houses, which spoils the urban beauty; the route has no garbage, no free-range livestock; the route has no cases of encroachment on sidewalks and roadsides for business purposes; the route has all people behaving in a civilized manner in the community and public places; the route is safe in terms of security and order and has no social evils" on Mai Hac De street in blocks 3, 4, 7, 8, 9, 10 with a total of 105 households.

According to the assessment of the Ha Huy Tap Ward Mass Mobilization Bloc, after its establishment, the group elected a Management Board, quickly went into operation and created clear changes. Households complied with regulations on management and use of sidewalks in areas temporarily used as parking lots for bicycles, motorbikes and pedestrian areas; did not encroach on sidewalks and roads for business, trading, placing advertising signs, gathering construction materials; did not set up tents to organize weddings, funerals, meetings; 100% of households on Mai Hac De street dumped garbage on time, in the right place, did not litter on sidewalks and roads and paid full environmental sanitation fees.

Many good ways

In 2017, based on the actual situation of each locality, and at the same time reviewing and re-evaluating the quality of models and examples built in 2016, the Steering Committee for the implementation of the emulation movement "Skillful mass mobilization" of Vinh city determined to focus on building models and examples in key, practical, urgent areas and issues that are still stuck, complicated, and sensitive in site clearance, socio-economic development projects, building cultural life at the grassroots level, mobilizing resources to build infrastructure, building new urban and rural areas, building movements in religious areas, "hunger eradication and poverty reduction", building "bright spots" of mass mobilization of the government, democratic regulations at the grassroots level, administrative reform, "building residential areas and units without social evils", "participating in mediation, solving pressing issues in the community, agencies, units"...

Thereby, city-level units have registered 12 "Smart Mass Mobilization" models with many good practices such as: mobilizing people to install security cameras in Hong Son ward by the City Police; propagating and mobilizing people to dispose of household waste at the right time on 50 main roads of the city by the City Fatherland Front Committee...

Ward and commune units have registered to implement more than 50 "Smart Mass Mobilization" models such as: mobilizing people to comply with land clearance to serve the implementation of projects of the Mass Mobilization Team of Block 9, Quan Bau Ward; eliminating lottery selling points on Hoang Thi Loan and Phong Dinh Cang streets of the Veterans Association of Ben Thuy Ward...
