"No longer reputable"

On the evening of October 6, at a meeting with voters of the National Assembly delegation of Dong Nai, voter Ho Ngoc Khan (Trang Dai Ward, Bien Hoa City) said: "The Central Inspection Committee decided to discipline Ms. Phan Thi My Thanh with a warning for her violations, so why is Ms. Thanh still allowed to be the Head of the National Assembly delegation and allowed to meet voters?"

In Long Khanh Town, voters in Hoang Mai (Binh Loc Commune) also requested the dismissal of Ms. Phan Thi My Thanh from the National Assembly. According to Mr. Mai, the Central Committee concluded that Ms. Thanh violated the Anti-Corruption Law, supported her husband's company, and is no longer worthy of being a representative of the people.

Voter Dau Van Tao (Long Khanh Town) also saw that the conclusion of the Central Inspection Committee clearly showed that Ms. Thanh is no longer worthy of being a representative of the people, and even less worthy of being Deputy Secretary of the Provincial Party Committee.

"The slow handling, letting Ms. Thanh go to meet with the people, talking about anti-corruption, how can the people listen. Representatives are elected by voters, but when Ms. Thanh does not have the qualities of a representative, the National Assembly must handle it as soon as possible. Do not let voters lose confidence and affect the National Assembly delegation of Dong Nai province," said voter Tao.

Talking to voters, delegate Bui Xuan Thong - Deputy Head of the National Assembly Delegation of Dong Nai province - explained: "Ms. Thanh's position as head of the delegation will be decided by the National Assembly Standing Committee, and her position as delegate will be decided by the National Assembly. Ms. Thanh is also a member of the Secretariat, so her case will be decided by the Secretariat and the National Assembly in the upcoming session."

In the meantime, other delegates from Dong Nai are having to "take the hit" from voters when mentioning Ms. Phan Thi My Thanh, said a delegate who did not want to be named.

Talking to Tuoi Tre about voters in Dong Nai demanding the dismissal of Ms. Thanh's representative status, delegate Luu Binh Nhuong (Standing Member of the National Assembly's Committee on Social Affairs) said: "Voters no longer trust her, the request for dismissal is their wish and opinion. The dismissal of Ms. Thanh's status must be based on legal regulations and representative standards...".

"But the wishes and concerns of voters regarding the qualifications of National Assembly deputies are a very important basis for the National Assembly to consider dismissing the qualifications of deputies," said Mr. Nhuong.

Lawyer Nguyen Kieu Hung (Ho Chi Minh City Bar Association): The dismissal is carried out according to Article 40 of the Law on Organization of the National Assembly. Accordingly, "when a National Assembly deputy is no longer worthy of the people's trust, he/she will be dismissed by the National Assembly or voters".

In case voters find it necessary to dismiss their elected representatives, they can do so by: the voters collectively submit a petition to consider the qualifications of National Assembly deputies to the local Vietnam Fatherland Front Committee - where the consultation and recommendation of candidates are conducted. If the local Vietnam Fatherland Front Committee finds there is a basis, it will request the National Assembly Standing Committee to consider.

Dr. Le Van In (former Vice Principal of the City Cadre School - now the Ho Chi Minh City Cadre Academy): It is necessary to remove Ms. Phan Thi My Thanh from her National Assembly deputy status before the National Assembly session takes place at the end of October. It is not okay to let a deputy who has been disciplined by the Central Inspection Committee and has lost the trust of voters to be the head of the provincial National Assembly delegation to attend the session.

In this case, the Vietnam Fatherland Front needs to demonstrate its supervisory role to work with voters to promptly remove National Assembly deputies who are no longer worthy of the people's trust.

A delegate from the Ho Chi Minh City National Assembly delegation: According to regulations, if a National Assembly deputy is no longer worthy of the people's trust, he or she will be dismissed by the National Assembly or voters, depending on the level of his or her violations. Ms. Thanh is the deputy secretary of the Provincial Party Committee, so the process of handling Ms. Thanh's status as a National Assembly deputy must be completed after the Party's handling of the matter.

Violations of Ms. Phan Thi My Thanh

According to the conclusion of the Central Inspection Committee, during her time holding the positions of Provincial Party Committee member, Director of the Department of Industry and Trade, and Secretary of Nhon Trach District Party Committee, Ms. Phan Thi My Thanh still participated in the management of Cuong Hung Company Limited, of which her husband was a founding shareholder and Chairman of the Board of Members.

During her tenure as a member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, Ms. Thanh committed violations such as signing documents of the Provincial People's Committee approving Cuong Hung Company to invest in the commercial residential area project in Phuoc Tan commune, violating the Law on Anti-Corruption and regulations on what party members are not allowed to do.

Ms. Thanh also signed documents of the Provincial People's Committee that were not in her area of ​​responsibility, violating working regulations and violating the provisions of the law on investment. In addition, Ms. Thanh was not transparent in declaring assets and income, violating regulations on what party members are not allowed to do.

Dong Nai Provincial People's Committee also announced the inspection conclusion on violations by Ms. Phan Thi My Thanh and a number of individuals in the implementation of the Thong Nhat Textile Factory collective housing project (Bien Hoa City).
