(Baongean.vn) - On the morning of October 9, the Economic - Budget Committee of the Provincial People's Council supervised the implementation of the Provincial People's Council's Resolutions on changing the purpose of land use in Hung Nguyen district.

According to the report from the People's Committee of Hung Nguyen district, the conversion of land use purposes in the area from 2015 to now has only been carried out on rice fields with 272.91 hectares to serve 200 works and projects. Of which, 136 projects have been and are being implemented, accounting for 68%; 39 projects have been abolished and 25 projects have not been implemented, accounting for 32% of the total works and projects with land recovered in the area.

Clarifying the reasons why the number of projects were abandoned and not implemented, Mr. Nguyen Huu Ha - Head of the District Department of Natural Resources and Environment admitted that the process of establishing and implementing investment projects was not close to reality; there was a situation where the project had not been approved for investment but was still included in the list of proposed land recovery and conversion of land use purposes in a "shortcut" to attract investment, but later there was no capital to implement.

Some projects related to land exploitation to allocate residential land to households in some communes, but due to low practical demand, they have not been implemented. Partly because the compensation and site clearance work has not had the consensus of the people, making it difficult to implement the project.

Through a field survey of 3 projects to build gas stations, concrete mixing stations and bus stations, at the meeting, Mr. Nguyen Dinh Hoa - Secretary of Thai Hoa City Party Committee, a member of the monitoring team, pointed out that there was a situation of "desire" for investors, leading to "shortcuts and preemption", with some investors having not completed investment procedures but already had locations to implement the project. Mr. Hoa was worried that if he followed the investors, he would break the approved planning and plan for using rice land.

Regarding this issue, Mr. Ngo Phu Han - Chairman of the District People's Committee informed that the district has an Investment Project Appraisal Council to review and appraise in advance to ensure that the planning and land use plan are approved before proposing the province to issue a decision to change the land use purpose to serve the works and projects. And after the decision is made, the district also pays attention to the inspection and supervision of the implementation of works and projects; including a document recommending the province to withdraw "suspended" projects.

Mr. Han recommended that the province should have a more decisive attitude in revoking these "suspended" projects, avoiding the situation of multiple extensions, causing waste of land use.

In addition, the province also needs to conduct research to set regulations on compensation prices for rice fields from enterprises, to avoid large price differences between the State and enterprises, causing difficulties and problems in site clearance for construction works and projects.

Concluding the meeting, on the basis of pointing out a number of shortcomings and limitations, Mr. Le Le Hong Vinh - Member of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council suggested that Hung Nguyen district should strengthen the management of approved land use planning and plans; focus on the appraisal of works and projects subject to land use revocation and conversion, avoiding waste in land use after conversion. Pay attention to reviewing works and projects that have not been implemented, transferred projects, and adjusted planning in the area, thereby proposing to the province to revoke projects that have not been implemented for a long time.

The Head of the Economic - Budget Committee of the Provincial People's Council also noted to the district in planning works and projects serving the construction of new rural areas, ensuring a vision for the future. At the same time, attracting, planning, and arranging projects must avoid fragmentation, for example, attracting concrete mixing station projects in the district is currently fragmented, small, and difficult to ensure environmental protection.
