Comrade Nguyen Huu Lam: Continue to comprehensively innovate Party building and organization work

This content was announced by comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee in an interview with Nghe An Newspaper reporters on the occasion of the 87th anniversary of the Party Organization and Building tradition (October 14, 1930 - 2017).

Reporter:Dear comrade! In each period and revolutionary stage of the Party, the Party building organization work has made different contributions, especially in the current period with the requirement to promote comprehensively in all contents and tasks with high determination and creativity. So, what outstanding activities has the Nghe An Party Building Organization sector had in the past time, dear comrade?

Comrade Nguyen Huu Lam:Immediately after the 18th Provincial Party Congress, especially the 12th Party Congress, under the direct and regular guidance of the Standing Committee, the Provincial Party Committee Standing Committee, the Nghe An Party Organization and Building Department proactively advised the Executive Committee and Standing Committee of Party Committees at all levels to complete personnel; promptly issued and implemented programs, resolutions, and projects on Party building and the political system as determined in the Resolutions of Party Congresses at all levels.

Particularly at the provincial level, the sector has advised on the issuance of Resolution No. 02-NQ/TU on "Rotation and transfer of party members, leaders and managers for the period 2016 - 2020"; Project No. 01-DA/TU on "Building party cells, developing party members in blocks, hamlets and villages without party cells or party members and consolidating blocks, hamlets and villages at risk of no longer having party cells, for the period 2016 - 2020"; Project "Training and fostering leaders and managers"; Plan to implement Resolution 39-NQ/TW of the Politburo on streamlining the payroll... In general, after nearly two years of implementation, the resolutions and projects of the Provincial Party Committee have been seriously implemented by party committees at all levels, especially at the grassroots level, and have initially achieved important results.

In particular, since the beginning of the year, the Party Organization and Building sector has made great efforts to complete many important tasks. The focus is on advising, guiding and urging units to carry out self-criticism in the spirit of Resolution 4 of the 12th Central Committee (12th tenure) on "strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party"; associated with the implementation of Directive 05-CT/TW of the Politburo on "promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle".

At the same time, the industry has advised on synthesizing, reviewing, and supplementing the staff planning for the 2015-2020 term and building a staff planning for the 2020-2025 term. In general, the units have implemented the planning to ensure compliance with instructions, strictness, democracy, and publicity.

In reviewing and supplementing the planning for the 2015 - 2020 term, attention has been paid to adding highly feasible personnel and introducing suitable planning for transferred cadres.

In the planning for the 2020-2025 term, attention has been paid to cadres of three age groups, ensuring the proportion of female cadres, ethnic minorities, and young cadres with capacity for training and fostering.

Along with that, focus on advising on the implementation of the project on job positions and the structure of civil servant ranks in Party agencies, the Vietnam Fatherland Front and socio-political organizations.

This is a new and difficult content, with many different interpretations; however, after receiving the Central's guidance, the Organizing Committee focused on advising the Provincial Party Standing Committee to develop a plan, establish a Steering Committee, a Working Group, and a Provincial Appraisal Council; and at the same time selected 3 pilot units to gain experience, on that basis to guide the remaining units to develop a project.

Accordingly, basically, the projects of the units have analyzed the overlaps and duplications in functions, tasks, and shortcomings in staff management...; as a basis for rearranging the organizational apparatus, staff, civil servants, and streamlining the staff in the spirit of Resolution 39 of the Politburo.

The industry has advised the Party Committee to direct and organize the preliminary and final review of many directives and resolutions of the Central Committee, on that basis, drawing many lessons and proposing positive solutions to continue to implement more effectively in the coming time.

Pay attention to timely implementation of policies and regimes for cadres and party members; advise on awarding and posthumously awarding Party badges, recognizing veteran revolutionary cadres; take care of administrative reform work; synchronously deploy application of information technology software in cadre management and update party member database...

Reporter:Besides those efforts, there are still many concerns and worries. Could you please tell us more specifically?

Comrade Nguyen Huu Lam:Currently, the work of Party building and organization has been posing the requirement of comprehensive innovation with a large amount of work and many important contents, requiring high quality and urgent time; therefore, the implementation process still has some shortcomings and limitations.

Specifically, the work of summarizing a number of directives and resolutions is still slow and of low quality. Party development work in specific areas, in private enterprises and foreign-invested enterprises has achieved low results. The work of directing and implementing Resolution 4 of the Central Committee (12th tenure) in some establishments still has limitations.

The organization of the apparatus, streamlining of staff, and development of job position projects in a number of agencies and units have not been properly focused on, the quality has not met the requirements, and is not in accordance with the spirit of Resolution 39 of the Politburo.

In addition, the staff arrangement consultation in some units still has difficulties, problems, and is not timely. The work of awarding and posthumously awarding Party badges, although there have been many efforts, timely implementation, and compliance with regulations, has not been thoroughly improved, in some places there are still phenomena of duplication and errors...

Reporter:The work of Party building and organization continues to pose new requirements and tasks, requiring stronger innovation, especially in the spirit of the resolutions and conclusions of the 6th Central Conference (12th tenure). Could you tell us about the key requirements and tasks for the Nghe An Party Building and Organization sector in the coming time?

Comrade Nguyen Huu Lam:Not only the resolutions and conclusions of the 6th Central Conference (12th tenure), but in the coming time, the Central Executive Committee, the Politburo, and the Secretariat will continue to issue many important policies and resolutions related to Party building work, requiring the Party Building Organization sector to advise on implementation.

Promoting the glorious tradition of the past 87 years, the Party Organization and Building sector determined to continue to strive, overcome difficulties and limitations; proactively and comprehensively innovate all aspects of work, especially innovating thinking, content, methods, and working style to successfully complete tasks; in which the following key tasks were identified:

Continue to strive to qualitatively complete the goals and tasks set forth in Resolution 26-NQ/TW of the Politburo and Resolutions of Party Congresses at all levels, in conjunction with the implementation of Resolution 4 of the Central Committee (12th tenure) on "strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party and implementing Directive No. 05-CT/TW of the Politburo on "promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle".

Focus on advising to effectively implement the Resolutions and Conclusions of the 6th Central Conference (12th tenure) in conjunction with completing the Job Position Project; reorganizing the apparatus, streamlining the payroll and restructuring the team of cadres, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province.

Advise on building and consolidating a strong political system; effectively implement issued resolutions and projects, including the development of quality party members and party organizations in identified areas and fields. Have positive solutions to improve the leadership capacity and fighting strength of party organizations, and the exemplary vanguard role of cadres and party members.

Continue to advise and concretize the regulations, rules and instructions of the Central Committee on the work of organizing the apparatus, cadres, and protecting internal politics, focusing on summarizing the Resolution of the Central Committee 3 (VIII term) on "Cadre strategy in the period of promoting industrialization and modernization of the country"; Resolution 09-NQ/TU, dated March 13, 2012 of the Provincial Party Committee on improving the leadership capacity and fighting strength of the grassroots party organizations of Nghe An province, period 2011-2015.

Innovate working style, manners and methods; enhance awareness, spirit, responsibility, discipline, and promote democracy in each organization, agency and unit; continue to arrange and perfect the organizational apparatus, improve the quality of the staff doing Party building work; promote administrative reform, apply information technology in performing tasks, and meet the increasingly high requirements of the innovation cause.
