(Baonghean.vn) - The Chairman of the People's Committee of Nghe An province has just issued urgent dispatch No. 7897/UBND-NN dated October 13, 2017 to the Chairmen of the People's Committees of districts, cities, and towns; directors of irrigation companies on proactively responding to the developments of floods, ensuring the safety of reservoir works and timely drainage.

The content is as follows:

According to the National Center for Hydro-Meteorological Forecasting, at 1:00 a.m. on October 13, the center of the storm was at about 18.1 degrees North latitude; 122.6 degrees East longitude, on the eastern border of Luzon Island (Philippines). Due to the influence of the storm, the eastern sea area of ​​the North East Sea - has showers and strong thunderstorms.

Currently, the province continues to have heavy rains, in the condition that the reservoirs are full of water, the water level in the fields is rising, causing widespread flooding. To proactively cope with the complicated flood situation, ensure the safety of reservoirs and drainage to minimize damage, the Provincial People's Committee assigned the Chairmen of the People's Committees of districts, cities, towns, and Directors of Irrigation LLCs to strictly implement the following contents:

1. Continue to closely monitor information, weather developments, rain and floods, and properly store water in the reservoir. Each dam project assigns at least 2 people to regularly patrol, guard, and monitor seepage, water leakage, subsidence, sliding, landslides, etc. through key project items (earthen dam, water intake, spillway) to detect and handle promptly in the first hour to ensure project safety.

2. Irrigation LLCs proactively implement approved flood control plans (lower lake water levels if necessary).

Bac Nghe An Irrigation Company Limited and Phu Quy Irrigation Company Limited based on weather and flood conditions, lowered the lake water level to receive floods, ensuring no flooding upstream and downstream.

3. Prepare and be ready to implement flood and storm prevention plans according to the 4-on-the-spot principle, especially fully prepare supplies and materials to promptly respond when necessary.

4. Irrigation LLCs coordinate with districts, cities, and towns to concentrate forces to remove duckweed, trash, obstacles, etc. to clear the drainage canal system, promptly operate drainage sluices (especially the drainage sluices at the end of the system), and take advantage of low tide to drain buffer water according to the principle of dewatering the tide to drain water.

5. Assign the Chairman of Vinh City People's Committee to organize the inspection of materials and means for dike rescue, check the operation of drainage pumping stations, and at the same time check and clear the routes and points where works and systems cause blockage of water flow, organize the dredging of drainage ditches, drainage axes of communes, wards, blocks and residential groups to drain water to prevent flooding.

6. The Standing Office of the Steering Committee for Disaster Prevention and Control of districts, cities and towns shall arrange sufficient staff on duty 24/7, promptly update the weather, flood, construction developments... to direct and organize the implementation of approved disaster prevention and control plans in the area.

7. Assign the standing office of the Provincial Steering Committee for Disaster Prevention and Control to prepare spare materials and supplies... to provide fully and promptly when requested, ensuring readiness to respond when an incident occurs.
