Assign responsibility to each party member
The Administrative - General Party Cell of the State Bank Branch Party Committee of the province has 11 party members, including the Party Secretary, Branch Director and Deputy Director who attended the meeting. One of the "secrets" that helped this Party Cell achieve and maintain the title of clean and strong for many consecutive years is to always assign responsibility and have post-audit for the tasks of each party member in implementing the resolution.
Accordingly, the Party cell assigns tasks to Party members and requires them to report on the implementation of assigned tasks to the Party cell during meetings. "The Party Committee also assigns Party Committee members to take turns attending meetings at Party cells, regularly organizing pilot meetings and cross-meetings to gain experience as well as promptly grasp the thoughts and aspirations of Party members," said Party Committee Secretary and Director of the State Bank of Nghe An Branch Nguyen Thi Thu Thu.
At the meeting of the Party Cell of Department 1, the Provincial People's Procuracy in early October 2017, one of the tasks identified by the Party Cell was to speed up the progress of the investigation of new prosecutions, correctly identify the subjects of prosecution, be careful in approval, speed up the progress of building model cases; complete the investigation of 9-10 cases, prosecute and try 8-9 cases; pass resolutions and assign responsibilities to each Party member in charge of specific cases.
Secretary of Party Cell 1 Nguyen Duy Viet said: "To always ensure the quality and effectiveness of Party cell activities, the chair must be truly democratic, impartial, objective, listen to opinions and suggest practical issues for Party members to discuss."

Organizing thematic activities at the farm
For the Party Cell of Phu Quy Fruit and Industrial Tree Research Center under the Party Committee of the North Central Institute of Agricultural Science and Technology, in addition to regular monthly meetings, the Party Cell effectively organized many thematic meetings to raise awareness of ideology, ethics and foster professional capacity for cadres and Party members.
In recent meetings, the Party Cell of Phu Quy Fruit and Industrial Tree Research Center has organized many quality specialized activities such as: "Finding solutions to improve the quality of implementing Resolution 4 of the Central Committee (term XII) and implementing Directive 05 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; specialized topics on "Solutions to improve professional qualifications and foreign languages for cadres and civil servants"; "Solutions for product management and consumption"; "Solutions to improve the efficiency of assigned land funds to effectively implement the autonomy mechanism at the unit".
Some topics are also organized by the Party cell at a farm to connect theory with practice.
Check and monitor the implementation process
The innovation of content, methods and ways of Party cell activities has created a clear change in improving the capacity to direct and implement political tasks of the Party cell. Thereby, the resolutions of the Party cells of the provincial agencies are carried out more drastically, with specific tasks assigned to Party members and the Party cell inspects and supervises the implementation process.
For example, at the Party Cell of Department 1, the Provincial People's Procuracy, under the leadership of the Party Cell, from the beginning of 2017 to now, the Department has handled 150 criminal cases without any wrongful convictions or missed crimes, the investigation, prosecution and trial time limit is in accordance with the provisions of law. The Party Cell has built 10 key cases for investigation, prosecution and quick trial to serve local political tasks and was selected by the Party Committee of the Provincial People's Procuracy as a point of experience. The number of cases completed in prosecution and trial reached 95%. In addition, the Party Cell of Department 1 has also done a good job of directing the district level to ensure that requests are answered in accordance with the regulations of the industry, helping district-level units to remove difficulties and obstacles.

In recent years, the Party Committee of the Provincial Agencies Bloc has implemented many solutions to improve the quality of Party cell activities such as issuing Project No. 02 "Improving the quality of Party cell activities in the Provincial Agencies Bloc of Nghe An"; Resolution No. 01 on improving the capacity to lead political tasks of grassroots Party organizations, implementing the "5 good" Party cell model in a number of grassroots Party organizations...
Accordingly, many Party Committees and affiliated Party cells have had good practices, effective and creative models to improve the quality of Party cell activities. However, there are still a few Party cells that have not strictly followed the Party cell activities as prescribed in the Party Charter, and the quality of Party cell activities is still formal and limited.
Deputy Secretary of the Party Committee of the Provincial Agencies Bloc Nguyen Quang Tung said: "In the coming time, the Party Committee of the Bloc will strengthen inspection and supervision of grassroots party cell activities by assigning specialized cadres to regularly follow and attend meetings to participate in giving comments, guidance and direction to further improve the quality of activities, contributing to building truly clean and strong grassroots party organizations of the Provincial Agencies Bloc to meet the leadership requirements in the new period".
