China disqualified 7 delegates from attending the 19th Congress at the last minute.
The Delegate Qualifications Committee in its preparatory meeting found seven delegates unqualified to attend the National Congress of the Communist Party of China.

In the most important meeting to prepare for the 19th Party Congress, delegates yesterday met behind closed doors at the Great Hall of the People to select the Presidium, a temporary body set up to push the agenda of the week-long congress, according to Xinhua.
At the meeting, the 22-member delegate qualification committee was approved. The 243-member Congress Presidium was also approved.
According to the delegate qualification review report, 2,287 delegates were selected from constituencies across China and the list was published with the approval of the Central Committee of the Communist Party of China. After the review, the qualifications of 2,280 delegates were recognized, meaning that 7 delegates were determined to be unqualified to attend the congress at the last minute.
Chinese President Xi Jinping attended and delivered a speech at the conference. Liu Yunshan served as secretary-general of the congress. Liu Qibao, Meng Jianzhu, Zhao Leji, and Li Zhanshu were elected as deputy secretaries-general of the congress.
The 19th National Congress of the Communist Party of China opened this morning at the Great Hall of the People, Beijing and will last until October 24.
