Previously, at around 9:00 p.m. on October 20, Ms. Tran Thi Thanh Hai, Deputy Head of Huong Long Commune Health Station, was on duty when Hoang Xuan Hai (born in 1991, residing in Hamlet 7, Huong Long Commune, Huong Khe) came to ask for an IV.

Seeing that the young man was drunk, Ms. Hai refused, and Hoang Xuan Hai left.

However, a while later, Hai took a knife about 60cm long to Huong Long Commune Health Station, knocked on the door and told Ms. Hai to sell her 2 syringes. When Ms. Hai opened the door and went back in to get the syringes, the subject suddenly took a knife and slashed her many times.

Ms. Hai was taken to Huong Khe District General Hospital by relatives in a state of multiple injuries.

After committing the crime, Hai fled the area. At 2:00 p.m. on October 21, he returned to surrender at Huong Long Commune Police.
