These shortcomings come from the mechanisms and policies themselves, and the key is from the people themselves.

In order for salary to truly be a factor in promoting labor productivity and attracting talented and capable people to the State agencies, a breakthrough salary policy is needed. However, in what direction should salary reform be conducted when the apparatus is increasingly bloated? The first and simplest answer that everyone can see is to rearrange the administrative apparatus and streamline the payroll.

Without streamlining the payroll, it will be very difficult to reform salaries. When the economic potential is available, the State has the right to choose truly talented people to work to serve the system, serve the people... only then can we hope for the country to change. As it is now, most of the State budget is only used to support the apparatus, the part spent on investment for development is increasingly limited, and no national financial resource can bear it./.
