In the assessment report after 20 years of implementing Resolution 3 of the 8th Central Committee, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, affirmed: The cadres of the political system from the province to the grassroots have matured in many aspects.

Most cadres, civil servants and workers are basically trained and meet the standards of the positions they are holding; many cadres are trained, fostered, practiced and challenged before appointment and basically promoted after appointment.

In addition, comrade Nguyen Xuan Duong also pointed out some limitations in personnel work. Some places still have a lack of uniformity, unreasonable sector and field structures, especially the lack of economic and technical sector staff, good experts in various fields, and unsustainable succession.

Although they have been trained quite systematically, the capacity to concretize and organize the implementation of resolutions, guidelines and policies of a large number of staff is still weak, and their thinking and ability to adapt to the market economy and international integration are still limited.

There are still cadres and civil servants who have the mindset of choosing jobs and positions, such as liking to work in government agencies, departments, economic sectors, and cities and districts in the plains; and are reluctant to work in the fields of Party work, mass organizations, mountainous areas, remote areas, and areas with many difficulties.

At the conference, representatives of many departments, branches and localities presented the results achieved in implementing the cadre strategy and many lessons learned in many stages of cadre work, from planning, training, fostering, recruitment, to rotation, appointment and assignment of cadres. In particular, many delegates also frankly pointed out the shortcomings and inadequacies in cadre work.

Many opinions at the conference mentioned the inadequacies and overlaps in the organizational structure of the administrative apparatus in the political system. Some delegates said that the number of part-time cadres is still too large, almost double the number of full-time cadres; there are positions that only need 1 person, but now 2-3 people are assigned.

There is still a situation where cadres choose their positions and work units, not wanting to work in difficult areas when the organization requires and assigns them.

Some delegates also pointed out the difficulties and shortcomings in implementing the current requirement of streamlining the payroll, in which the main reason is the overlapping regulations between Central documents, such as for the Education and Training sector, if we want to streamline the payroll, we must change the Education Law and the School Charter...

Concluding the conference, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that the major issues raised by the Central Resolution 3 (VIII term) are completely correct and still have value to inherit and develop in the coming time.

Therefore, all levels and sectors need to continue to thoroughly grasp and raise awareness of the policies and guidelines on personnel organization and personnel strategies of the Central and Provincial Party Committees, in order to act more correctly and effectively on personnel work in the coming time.

Along with that, all levels and sectors also need to draw on experience, promote the achieved results, overcome shortcomings and weaknesses, and make improvements to improve the stages of personnel work in order to realize the goals and targets on personnel set by the Resolutions of Party Congresses at all levels; contribute to building a contingent of cadres at all levels with sufficient capacity, quality and prestige, equal to the new tasks, and promote the development of the province.

Comrade Nguyen Xuan Son also requested that all levels and sectors pay attention to the task of inspecting and supervising cadres and cadre work; promote the supervisory and critical role of the Vietnam Fatherland Front and mass organizations in Party building and cadre work; promote administrative reform, apply information technology to build database software for cadres and party members.

The Standing Deputy Secretary of the Provincial Party Committee emphasized: After the 6th Central Conference (term XII), the province will concretize and effectively implement the project "Reorganizing the apparatus, streamlining the payroll and restructuring the team of cadres, civil servants and public employees, to improve the effectiveness and efficiency of the political system of Nghe An province"; at the same time, research and give advice on the project "Building a team of cadres" to be submitted to the 7th Central Conference; therefore, it is recommended that all levels and sectors actively and qualitatively participate to ensure practical effectiveness when implementing...
