1. Completing the planning for construction of headquarters of central agencies

Implementing the Master Plan for Hanoi Capital Construction to 2030, with a vision to 2050, the provisions of the law on land and the direction of the Government and the Prime Minister on the rearrangement of state-owned houses and land, the relocation of the headquarters of a number of ministries, branches and central agencies is currently very necessary.
Up to now, the Ministry of Construction has arranged the locations and proposed a list of headquarters of agencies that need to be relocated. The planning, investment, arrangement and relocation of headquarters of state management agencies in the capital have long been directed by the Prime Minister.
Planning, investment, arrangement, etc. not only meet and improve the operational capacity of agencies, contributing to more effective administrative reform, but also require the construction and management of a modern, civilized urban area, in accordance with the orientation of the General Planning for the construction of Hanoi Capital.
2. Management and use of state budget for some foreign affairs activities

The Government has just issued Decree 117/2017/ND-CP regulating the management and use of the state budget for a number of foreign affairs activities.
This Decree provides for the tasks of state budget collection and expenditure for a number of foreign affairs activities; budget preparation, implementation, settlement and disclosure of the budget for a number of foreign affairs activities according to the provisions of the State Budget Law.
Revenues from foreign affairs activities include: Fees and charges in diplomatic activities; fees and charges related to the rights and obligations of citizens with foreign elements and other revenues as prescribed by law.
Expenses for foreign affairs activities include: Development investment expenses, regular expenses, aid expenses and other expenses as prescribed by law. Expenses for foreign affairs activities are implemented according to current regulations and are appropriate to the nature, content and specificity of foreign affairs tasks.
3. Building a national database system on natural resources and environmental monitoring

The Prime Minister has just approved the Project on Building a National Database System on Natural Resources and Environmental Monitoring.
The above project will be implemented in 6 years from 2017 to 2022 on the entire scope of monitoring data on natural resources and environment of agencies and units under the Ministry of Natural Resources and Environment, ministries, branches, localities and organizations and enterprises with monitoring activities on natural resources and environment, including: Data from fixed monitoring stations; Data from periodic monitoring activities; Monitoring data outside the territory of Vietnam in accordance with international agreements and treaties; Monitoring data from irregular activities will be selected, integrating appropriate monitoring results.
The project will fully collect, integrate, and organize the construction of a unified national database system on natural resources and environmental monitoring based on the application of modern and advanced technology solutions and information technology infrastructure, ensuring information security and safety.

Recently, the situation of crimes and violations of the law on resisting people on official duty has been very complicated, in many localities, in the public service activities of many sectors, especially in anti-crime activities, ensuring social order and safety, execution of judgments, inspection, forestry, market management, health, press...
Acts of resisting law enforcement officers are becoming more reckless and disregarding the law; a number of bad, reactionary, and opportunistic political elements are seeking to take advantage of this situation to incite and sabotage the government and law enforcement agencies, directly harming the lives and health of law enforcement officers, and the property of agencies, organizations, and individuals, affecting the strictness of the law.
The above situation stems from many causes, but mainly because: Party committees, authorities, and organizations in some places have not paid attention to focusing on leadership, direction, and mobilizing the combined strength of the entire political system in the work of ensuring security and order; have not been proactive and lack practical and effective solutions to disseminate and educate the law, disseminate information, and orient public opinion in performing the tasks of ensuring security, order, and enforcing the law.
5. Recognizing Hoai Duc as a New Rural District

Deputy Prime Minister Vuong Dinh Hue has just signed a Decision to recognize Hoai Duc district (Hanoi city) as meeting the standards of a New Rural District in 2017.
Deputy Prime Minister Vuong Dinh Hue assigned the Hanoi People's Committee to be responsible for announcing and rewarding according to regulations.
Hoai Duc district has 19 communes, all of which meet the standards of new rural communes. The highlight in the construction of new rural areas in Hoai Duc is the implementation of production criteria and the increase of people's income. The district has built and developed concentrated agricultural production areas in 11 communes with a total area of over 830 hectares to grow high-value fruit trees and safe vegetables. 6. Simplifying administrative procedures under the management of the Ministry of Agriculture and Rural Development

Accordingly, the content of the simplification plan relates to 3 areas: Aquaculture (8 procedures); veterinary (2 procedures); plant protection (5 procedures).
In particular, in the field of fisheries, simplify the licensing procedures for training organizations and granting certificates for captains and chief engineers of fishing vessels. Specifically, abolish the component of the profile, which is the personal history, in this administrative procedure as stipulated in Clause 3, Article 9 of Decision No. 77/2008/QD-BNN dated June 30, 2008 of the Minister on promulgating the Regulations on training and granting certificates for captains, chief engineers, crew members and mechanics of fishing vessels.
In addition, amend some information fields related to individuals applying for study in the National Database on Population Management in Appendix 2 issued with Decision No. 77/2008/QD-BNN dated June 30, 2008 of the Minister on promulgating the Regulations on training and granting certificates for captains, chief engineers, crew members and fishing vessel mechanics.
7. Promoting the tradition of soldiers of Quang Tri Citadel

The Government Office has just announced the conclusion of Deputy Prime Minister Vu Duc Dam at the meeting to handle the petition of the Association of Quang Tri Citadel Soldiers in 1972 (Association).
In the concluding announcement, the Deputy Prime Minister respectfully acknowledged the great contributions and sacrifices of the soldiers of Quang Tri Citadel during the resistance war, as well as in the cause of building and defending the Fatherland; and highly appreciated the efforts and contributions of the Association in the work of the army's rear.
The Deputy Prime Minister hopes that the Association will continue to promote the tradition of Quang Tri Citadel soldiers and increasingly make positive contributions to the country's construction.
Considering the Association's proposal to build a Martyrs Information Center, a worship room and accommodation, the Deputy Prime Minister directed that the Ministry of National Defense is currently building a database of martyrs' information and in Quang Tri there are works to honor martyrs and central and local accommodation. The Association reports and agrees with the locality to build a memorial room and accommodation based on the land and capacity of the Association and implement according to regulations. The Ministry of National Defense urgently completes the database and shares martyrs' information so that the Association can have a suitable registration form according to regulations.
8. Implementing the Law on Security Guards

The Prime Minister has just issuedPlan to implement the Law on Security Guards.
Accordingly, in 2017 and the following years, the Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the Ministry of Justice to compile documents to disseminate the law on security for cadres, civil servants, public employees, armed forces and people with clear and easy-to-understand content, ensuring the unified implementation of the Law.
The Law on Guards takes effect from July 1, 2018. The Law consists of 6 chapters and 33 articles. Compared to the 2005 Guard Ordinance, the Law on Guards has added 2 chapters and 12 articles, specifically regulating the subjects of guarding, measures and regimes of guarding; guard forces, tasks, powers and responsibilities of guard forces and regimes and policies for guard officers and soldiers; responsibilities of agencies, organizations and individuals for guarding work; commendation and handling of violations...
9. Strengthening network incident response capacity

The Prime Minister has just approvedProject "Promoting the operation of the incident response network, enhancing the capacity of officers and specialized units in responding to network information security incidents nationwide by 2020, with a vision to 2025".
According to the orientation to 2025, the Project to build the Vietnam Computer Emergency Response Center (VNCERT) - National Coordination Agency for Cyber Security Incident Response (National Coordination Agency) into a strong, professional unit with human resources, technical and technological capacity to manage cyber security incident situations nationwide, respond quickly, coordinate timely and effective response, be ready to support handling of serious incidents, and act as the core organization to implement the work of ensuring national cyber security.
10. Removing obstacles in implementing Decree No. 38/2016/ND-CP

The Government Office has just issued a document conveying its directives.of Deputy Prime Minister Trinh Dinh Dung on difficulties in implementing Decree No. 38/2016/ND-CP dated May 15, 2016 detailing a number of articles of the Law on Hydrometeorology.
The Deputy Prime Minister assigned the Ministry of Transport to direct relevant agencies and units to urgently review and make a list of works and owners of type I and type II seaport works under their management to organize monitoring and provide hydrometeorological information and data in accordance with the provisions of the law on hydrometeorology.
Previously, the Government issued Decree 38/2016/ND-CP detailing and guiding the implementation of a number of articles of the Law on Hydrometeorology. The Decree clearly states that the Ministry of Natural Resources and Environment will periodically review and submit to the Government every 3 years for decision to adjust and supplement the types of works that must monitor and provide hydrometeorological information and data as prescribed.
