Nghe An: Disagree with the proposal to 'open the forest' of the enterprise

At the beginning of the meeting, the Department of Planning and Investment reported on the situation of resolving business petitions at the September 2017 meeting. Accordingly, there were 7 petitions that needed to be resolved, related to the responsibility of consulting and responding of 6 units, including: Department of Agriculture and Rural Development, Department of Planning and Investment, Department of Finance, Southeast Economic Zone Management Board, Provincial Police and Thanh Chuong District People's Committee. At the same time, it reported 5 petition contents in October, compiled from the associations.

Playing football and blowing the whistle at the same time?

That is the case of the petition of Thanh Trung Trading Joint Stock Company, Tung Duy Private Enterprise, Viet Hoang Electrical Equipment Company Limited in Nghi Phu Industrial Park (Vinh City) about the unfair land rental price between enterprises. This problem has been going on for quite a long time, brought up in many meetings but has not been completely resolved yet.

Accordingly, in May 2017, the Department of Finance established an inter-sectoral working group (including the Department of Finance, the Department of Natural Resources and Environment, the Provincial Tax Department, and the Vinh City People's Committee) to resolve problems for businesses in the Nghi Phu Industrial Park. However, some businesses disagreed with the resolution report of the inter-sectoral working group because they believed that the price setting and the inspection agency were the same, "both playing football and blowing the whistle" was not objective.

Regarding this content, the representative of the Department of Finance said that to ensure objectivity, the interdisciplinary inspection team is currently led by the Deputy Director of the Department of Finance, with participants including representatives of the Provincial Inspectorate, Nghe An Tax Department, Department of Natural Resources and Environment, and Vinh City People's Committee continuing to handle the matter. The interdisciplinary team will respond to the business's petition in November 2017.

Resolve business petitions thoroughly

Speaking at the meeting, many business associations continued to raise issues related to land rental prices, mining land rental, compensation plans for site clearance, outstanding construction debt, etc. Mr. Nguyen Duc Tuyen - Chairman of the Provincial Association of War Veterans Enterprises, reflected on businesses' reflections on the 300% mining land rental tax that has been advised by the Departments and branches to be adjusted but has not yet had any results. The Associations recommended that businesses are facing numerous difficulties and that it should be issued soon.

At the meeting, the departments directly responded to the recommendations of businesses and associations. In particular, the recommendation of Truong Thanh Company Limited on handling the project dossier for the construction of commercial apartments and adjacent villas in Block 5, Truong Thi Ward, according to the representative of the Department of Construction, is baseless and does not ensure sufficient conditions for adjusting the floor level. Therefore, to ensure the harmony of the interests of the Investor and the responsibility of the community, the Department of Planning and Investment proposed that the Provincial People's Committee consider and adjust the investment scale of the Project, reducing the number of floors of the project from a maximum of 20 floors above ground and 01 basement to a maximum of 17 floors above ground and 01 basement.

After listening to the opinions of the departments, business associations, and concluding the meeting, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa highly appreciated the responsibility of the departments in handling difficulties and problems for businesses; At the same time, he assigned a number of related departments and branches to promptly resolve the issues that businesses proposed at the meeting.

Regarding the request of some businesses to open the forest to grow seedlings, the Provincial People's Committee did not agree because it was implementing the Prime Minister's direction to close the forest.

In addition, relevant departments and branches should promptly respond to the planning of raw material areas for the cassava factory planned to be deployed in Ha Son commune, Quy Hop district so that the Provincial People's Committee can approve the project investment...
