A constructive government serving the people is in existence.

The Government's performance results, demonstrated through achieved and exceeded targets, have created great confidence; however, National Assembly delegates are still concerned about many obstacles.

The discussion session on the socio-economic situation and state budget at the 4th Session of the 14th National Assembly ended at noon on November 2, after 2.5 days of live broadcast for people and voters nationwide to watch. 94 National Assembly deputies spoke, 27 deputies participated in the debate and 16 deputies registered but were not allowed to speak.

In general, opinions basically expressed excitement and high appreciation for the Government's performance over the past 10 months under the Party's leadership, the National Assembly's supervision, the efforts of the entire people and the striving of the entire political system.

In addition to the impressive figures such as achieving and exceeding all 13 targets, what delegates believe is that the spirit and motto of the Party Congress on comprehensive and synchronous innovation are being directed and implemented methodically, initially achieving important results, vividly demonstrated in all areas of life, at all levels and in all sectors.

A constructive, developing, honest, decisive and people-serving Government, as the Prime Minister swore when taking office, is present in life, although there is still much work to be done.

The Party and the Government have been and are determined, strong, and resolute in identifying and overcoming chronic limitations and weaknesses. As delegate Ngo Duy Hieu (Hanoi delegation) emphasized, it is to attack and break stagnation, bureaucracy, negativity, dishonesty, and systemic errors; to engage in difficult, new, complicated, and sensitive tasks.

Evidence pointed out by many delegates is the handling of officials who violate the law, fighting against group interests, determination to streamline the apparatus and reduce staff, restructuring the economy, focusing on perfecting the administrative reform system, establishing a working group of the Prime Minister to monitor, urge and inspect the implementation of tasks in ministries, branches and localities.

Looking at the results achieved in the context of many difficulties, we see that the path and the way to go are completely correct, strong but cautious. Those results have consolidated and strengthened trust, created consensus and common motivation for the entire people and businesses to join hands with the Party, the National Assembly and the Government to move forward quickly.

Delighted with the results achieved, National Assembly delegates still have concerns about many issues which, if not promptly resolved, will pose great challenges not only to the completion of immediate tasks, but also to the long-term sustainable development in all aspects of the country.

It is a situation of "hot above - cold below" when the Party Central Committee, the National Assembly, and the Government have changed quite strongly, but some ministries and many localities, especially at the grassroots level, have not really "moved".

The road ahead is full of obstacles due to apathy, fear of responsibility, group interests, dishonesty, coping, localism, achievement sickness, talking too much but doing little, and lack of transparency.

Or the trend of “policy reaction” when the policy is correct but the implementation policies lack transparency, there will be immediate strong reactions from the people. Evidence for this problem is the land management in Dong Tam (Hanoi), some BOT projects, 12 projects with big losses, mass complaints, environmental pollution caused by Formosa and many other problems in society.

In addition to many specific solutions suggested by National Assembly delegates, there are opinions emphasizing the need to focus on directing the implementation of the ideology of "respecting the people, being close to the people, understanding the people, being responsible to the people", and truly sympathizing with the people to gain their consent. Winning the hearts and trust of the people is everything, thus this is the driving force for socio-economic development.

Under the watchful eyes of compatriots and voters, Vice Chairman of the National Assembly Phung Quoc Hien, on behalf of the Presidium, also emphasized: "The National Assembly believes that under the leadership of the Party, the supervision of the National Assembly, the drastic management of the Government, the support of the business community and all classes of people, we will successfully complete the socio-economic and state budget plans for 2018"./.
