(Baonghean.vn) - On the afternoon of November 2, at the discussion session, delegate Nguyen Huu Cau said that textbook costs should not be allowed to increase; if they do, the National Assembly must control them.

On the 9th working day of the 4th Session, the National Assembly continued to discuss in the Hall. Delegate Nguyen Huu Cau - Director of the Provincial Police, member of the National Assembly Delegation of Nghe An spoke about the implementation time of the textbook innovation program.

According to delegate Nguyen Huu Cau: Firstly, the project to innovate the textbook program has been implemented for 3 years, from 2015 until now. According to the Government's Resolution, from June 2016 to July 2018, there must be three sets of textbooks, which are for grades 1, 6 and 10. So, after those 3 years, how many products has the Ministry of Education and Training produced?

Of those products, how much money has been spent and how much money is left now. Only then can we calculate. Now we don't know what the product can do in 3 years, how much money has it cost the State, so why continue to prolong it? When it prolongs in time, it will certainly entail costs.

Second, in Decision 404 approved by the Government, the total package is 778 billion VND for this program. Meanwhile, the draft program says 80 million USD, equivalent to 1,798 billion.

Now, to clarify, should we spend 778 billion or 1,798 billion on renewing these textbooks? We agree that it is okay to delay it, 2 years is okay, 3 years is okay, if it is not certain, then postpone it. But do not incur additional costs, or if it does arise, the National Assembly must control it.

We propose that the Government and the National Assembly Standing Committee need to clarify what the current products have done, how much money has been spent, and how much money is left in the approved amount. Then we will discuss in detail. Otherwise, if we waste money, it will be a crime.
