Need to arrange and streamline the apparatus in communes and hamlets

(Baonghean) - Reflecting to the Standing Committee of Do Luong District Party Committee, many secretaries, deputy secretaries of Party cells and Party committee members of 15 Party Committees of communes in the west of the district were upset because the apparatus was too cumbersome and the allowances were low.

At the dialogue between the Standing Committee of Do Luong District Party Committee and about 400 secretaries, deputy secretaries of Party cells and Party committee members of 15 Party Committees of communes in the west of the district, many issues were clarified.

The extremely topical issue mentioned is that the number of people taking on positions in communes and hamlets is still too cumbersome, many people have no work to do; while the budget for paying benefits for this team is large, but for each individual it is too low, there are even positions in hamlets that do not have benefits. On the other hand, due to the arrangement of many people and the functions of some organizations overlapping, creating mutual reliance, pushing and shoving, affecting the common work.

From the series of issues raised above, some opinions suggested that the Standing Committee of Do Luong District Party Committee should arrange, assign and streamline some positions in communes and hamlets. Mr. Nguyen Thai Sy - Secretary of Yen Dinh Hamlet Party Cell, Yen Son Commune cited that in some positions such as justice - civil status, land administration - construction - environment, 2 people are currently assigned, but in reality only 1 person is needed; or 3 positions of agricultural civil servant, agricultural extension, veterinary should also be arranged in the direction of 1 agricultural civil servant to concurrently take on the remaining 2 jobs.

Besides, the semi-professional team at the commune level is still too large and needs to be considered to perform some part-time positions.

For example, the Standing Committee of the Women's Union can also be in charge of population; the 2 Standing Committees of the Veterans Association can also be the Presidents of the Association of Agent Orange Victims and the Youth Volunteers Association... In addition to the team of commune-level officials and civil servants, many opinions in the dialogue also mentioned the team of people taking on positions in the hamlet. Mr. Nguyen Xuan Dung - Secretary of Party Cell 3, Thinh Son Commune, suggested that it is necessary to restructure this team in the direction of holding concurrent positions, while increasing the connection between the youth unions and associations.

In addition to the allowance for positions according to the province's policy, each year Do Luong district allocates 1.8 billion VND from the budget to support the deputy staff of the Youth Union and Association branches, and at the same time assigns the commune level to spend the local budget to provide additional support.


Agreeing with the proposal of the base, however, according to Secretary of Do Luong District Party Committee Truong Hong Phuc, regarding the number of cadres, civil servants, and part-time officials at the commune level as stipulated in Decree No. 92/2009/ND-CP, dated October 22, 2009 of the Government; therefore, the district will synthesize the proposal to recommend to all levels.

Also according to Secretary Truong Hong Phuc, for the hamlet-level cadres under the authority of the district level, in the past time, Do Luong has actively directed and experienced many positions such as: Secretary and hamlet chief, Deputy Secretary and Head of the Front Work Committee; at the same time, encouraging some places to carry out concurrent positions of the inter-branch association, meaning that one person is both the Head of the Women's Association and the Deputy Head of the Farmers' Association; or the Deputy Head of the Veterans' Association and the Head of the Elderly Association..., the inter-branch union by merging several hamlets into one union...
