Ministry of Public Security: Paper household registration books will be abolished at least until 2020

When the national population data is completed, the Ministry of Public Security will manage residence using "electronic household registration books" through identification codes to replace paper books.

This morning (November 7), the Ministry of Public Security held a press conference to answer questions related to the plan to abolish household registration books in the administrative procedure reform roadmap.

Lieutenant General Tran Van Ve (Director General of the General Department of Police) explained that population management using many different types of documents is very "manual", so the Government issued Resolution 112 to change and develop a plan to manage population in a modern direction, reducing citizen documents.

Authorities will abolish the form of managing permanent resident registration by "household registration book" and replace it with management through personal identification codes.

People are free and do not need to carry their household registration book.

According to General Ve, each citizen has a unique code, and just "look it up online and all the data will be revealed." Citizens do not need to bring their household registration book when carrying out administrative procedures related to residence under the management of the Ministry of Public Security.

However, the Ministry of Public Security has not yet abandoned the paper household registration management, but according to the roadmap, it will take at least 2-3 years. It is expected that by 2020, when the national population database is completed, the Ministry will propose to abolish the paper household registration management and replace it with "electronic household registration books".

The Director General of the General Department of Police said that in the national database on population, only the police agency can update and collect. Later, specialized databases of ministries and branches will connect to this data warehouse and use it together.

Based on the "general warehouse", administrative agencies only need to type in the identification code to immediately have parameters and data about citizens. Therefore, people do not have to carry many personal documents like now when handling procedures.

The Ministry of Public Security currently has two databases: the National Population Database and the National Identity Database. Nearly one million personal identification numbers have been issued to babies at birth. For those who have been issued an identity card, the card number is the personal identification number.

According to Mr. Ve, the Ministry of Justice has a judicial database and has connected it in 17 provinces. When these three databases are connected together, there will be "no problems".

Information about abolishing household registration books and identity cards is incorrect.

Lieutenant General Ve emphasized that the identity card is still valid as it is now. The authorities are not abandoning the use of identity cards but are only switching to a new form, the citizen identification card.

"It is impossible to get rid of identity cards, citizens are required to have identification papers," Mr. Ve emphasized.

A representative of the Ministry of Public Security said that there are three types of identity cards currently in use and of equal value, including: the old identity card (9 digits); the new identity card (12 digits) and the citizen identification card.

The Ministry of Public Security is organizing the issuance of identity cards to citizens in 16 provinces and cities and issuing identity cards to citizens in 47 localities.

If fully meeting the capital requirements, by January 2020, the Ministry of Public Security will proceed to issue citizen identification cards nationwide.

The Ministry of Public Security plans to consult on amending one law, seven decrees, five joint circulars, and nearly 20 circulars of the ministry by 2020 to comply with this management./.
