Why were healthcare and BOT not selected for questioning?

The health sector had 18 delegations of National Assembly deputies requesting questions, BOT had 11 delegations, but was not selected for the questioning session at this session. Why?

Answering this question at a quick press conference at the National Assembly press center on the morning of November 9, Secretary General of the National Assembly Nguyen Hanh Phuc said:

"There are some delegations that have proposed to discuss health issues, but as we know, the Minister of Health has just responded at the 3rd session and the National Assembly has passed a resolution on medical examination and treatment, health insurance, drug price management, restructuring the health sector... Therefore, we have to give the Minister and the health sector time to implement, while there are many other pressing issues."

During the questioning process, if there is an issue related to the health sector, the Minister of Health will answer additional questions. It is not that if it is not on the questioning list, the Minister will not answer, Mr. Hanh Phuc said.

Regarding the BOT issue, according to the Secretary General of the National Assembly, there has been a specialized monitoring delegation and a resolution on this issue, and the Ministry of Transport is implementing the National Assembly's resolution.

"The Minister has only been in office for a few days, so give him time to deal with the immediate tasks of the industry," said Mr. Hanh Phuc.

2018 will take a vote of confidence

Responding to a question about monitoring the implementation of promises made by Government members after the questioning, Mr. Nguyen Hanh Phuc said: "After the questioning, there will be a resolution and committees to monitor and report to the National Assembly at the 2018 session. We will arrange time for the press to follow the National Assembly to monitor the Government's implementation of its promises.

At the same time, in 2018, a vote of confidence will be held and the National Assembly will review and evaluate the implementation of the issues that Government members have promised through questioning. The National Assembly will ask the Government to clarify the contents that its sector has not yet completed its tasks. And the spirit is that the National Assembly will supervise to the end."

* In the 2018 vote of confidence, will the National Assembly change the vote of confidence to two levels of high and low confidence, or will it still be three levels as before? If a sector commander fails to fulfill his duties, will the National Assembly consider removing him?

Mr. Nguyen Hanh Phuc: All must follow the resolution of the National Assembly. Only after the results of confidence are available, elected and approved by the National Assembly, will it be considered. Those approved by the National Assembly who fail to complete the vote will of course be dealt with.

Minister of Finance Dinh Tien Dung, Governor of the State Bank of Vietnam Le Minh Hung, Minister of Information and Communications Truong Minh Tuan and Chief Justice of the Supreme People's Court Nguyen Hoa Binh will answer questions.

4 industry leaders speak out

Minister of Finance Dinh Tien Dung will answer questions about tax management (resolving tax arrears; inspection and examination; combating tax losses and transfer pricing), customs ensuring a safe and sustainable financial system; and solutions to strengthen safe and effective public debt management.

State Bank Governor Le Minh Hung will say that monetary policy management ensures support for production and reasonable and safe credit growth; the operations of weak banks have been handled by the State and safe and effective solutions for the banking system.

Minister of Information and Communications Truong Minh Tuan will speak about the implementation of information technology applications to meet the requirements of administrative reform, especially administrative procedure reform and e-Government development; state management of press and media; the media service system, the socialization of radio and television programs; solutions to control and limit bad, toxic, and offensive information on social networks and orient information, promote culture and social ethics.

Chief Justice of the Supreme People's Court Nguyen Hoa Binh will answer questions about solutions to improve the quality of adjudication, especially civil and administrative adjudication; and improve the qualifications, capacity and responsibility of court officials and civil servants to meet the requirements of judicial reform.

Prime Minister Nguyen Xuan Phuc will clarify further issues that have been answered by the above Government members and directly answer questions from National Assembly deputies.

According to the program, the questioning session will take place over 3 days from November 16 to 18, and will be broadcast live on television and radio.
