Re-appointment of deputy director of department who fought at karaoke bar

On November 9, the People's Committee of Binh Phuoc province confirmed that it had issued a decision to appoint Mr. Bui Quoc Khanh, head of the border department of the Department of Foreign Affairs, to the position of deputy director of the department after nearly 4 years of being disciplined for fighting at a karaoke bar.

When asked about this appointment, a provincial leader said that after receiving discipline, Mr. Khanh had made good efforts and always excellently completed assigned tasks.

Previously, in early November 2014, the Inspection Committee of Binh Phuoc Provincial Party Committee decided to take Party disciplinary action against Mr. Bui Quoc Khanh (at that time, deputy director of Binh Phuoc Department of Foreign Affairs) and Mr. Pham Thanh Chung (party committee member, secretary of Party cell 2, deputy director of Department of Home Affairs) in the case of the two men "fighting" each other at a karaoke bar in Dong Xoai town during working hours.

Accordingly, Mr. Khanh (the person who hit Mr. Chung on the head with a beer glass) was disciplined with a warning, and Mr. Chung was disciplined with a reprimand.

After being disciplined with a Party warning, Mr. Khanh was further demoted to the position of head of the border department.

According to the disciplinary decisions, the Inspection Committee of Binh Phuoc Provincial Party Committee found that Mr. Bui Quoc Khanh, as a party member and deputy director of the Department of Foreign Affairs, drank alcohol and beer while singing karaoke, and due to Mr. Chung's inappropriate words, Mr. Khanh lacked self-control, leading to the act of causing injury to Mr. Chung.

Similarly, although he was a party committee member, secretary of cell 2, and deputy director of the Department of Home Affairs, when he went to sing karaoke, Mr. Chung used inappropriate words that made Mr. Khanh angry and lacked self-control, leading to the above incident.

The actions of Mr. Khanh and Mr. Chung violate what party members are not allowed to do.

According to the Inspection Committee of Binh Phuoc Provincial Party Committee, when the incident occurred, both Mr. Khanh and Mr. Chung provided false information to the press, affecting the moral character of cadres and party members, causing bad public opinion.

Nearly 4 years ago, at around 2:00 p.m. on August 12, 2014, after the closing session of the senior specialist course for key leaders of the province, Mr. Khanh and Mr. Chung went to a karaoke bar in Dong Xoai town to receive a group of guests.

Here, while singing karaoke, Mr. Khanh held a glass of beer to invite the guests but did not invite Mr. Chung, which made Mr. Chung upset. After the guests left the bar, Mr. Chung told Mr. Khanh to stay and "talk".

While arguing, Mr. Khanh took a ceramic glass full of beer and splashed it on Mr. Chung, then continued to hit Mr. Chung on the head and ears with the glass.

Seeing the noise in the karaoke room, some employees ran in and saw blood all over Mr. Chung's head and ears, so they called someone to take Mr. Chung to the emergency room at Binh Phuoc General Hospital. Doctors and nurses gave Mr. Chung many stitches on the back of his neck.

That same evening, Mr. Chung was discharged from the hospital to continue treatment at home.

The next day, on August 13, 2014, Mr. Khanh and Mr. Chung came to each other to apologize and shake hands to reconcile. However, on August 25, 2014, the Chairman of the People's Committee of Binh Phuoc province temporarily suspended Mr. Khanh and Mr. Chung from work for 30 days to clarify their violations.
