The Steering Committee is responsible for researching and proposing to the Prime Minister directions and solutions to resolve important, inter-sectoral issues in the field of online bidding.

The Prime Minister has just signed Decision 1753/QD-TTg to establish the National Steering Committee on online bidding with the function of assisting the Government and the Prime Minister in researching, directing, and implementing the master plan and roadmap for applying online bidding.

The members are Deputy Ministers (or equivalent) or higher from the following ministries and ministerial-level agencies: Ministry of Planning and Investment; Ministry of Finance; State Bank; Ministry of Information and Communications; Ministry of Industry and Trade; Ministry of Construction; Ministry of Health; Government Office; Government Inspectorate. The Secretary of the Steering Committee is the Director of the Bidding Management Department, Ministry of Planning and Investment.

The Steering Committee operates under a mechanism that emphasizes the responsibility of the Head of the Committee. The members of the Steering Committee operate on a part-time basis.

The Ministry of Planning and Investment is the standing agency of the Steering Committee, responsible for ensuring the operating conditions of the Steering Committee.
