National Assembly discusses in groups: Special mechanism needed for breakthrough

On November 10, the National Assembly discussed in groups, chaired by delegate Nguyen Dac Vinh - Member of the Party Central Committee, Head of the National Assembly Delegation of Nghe An province, delegates of group 18 (including delegations of Nghe An, Bac Ninh and Tra Vinh) discussed the Draft Law on Surveying and Mapping, the Draft Law on Special Administrative - Economic Units.
The majority of delegates suggested that improving the effectiveness and efficiency of state management of surveying and mapping, supplementing missing regulations to develop and promulgate the Law on Surveying and Mapping is an urgent and objective practical requirement.
Giving opinions on the organization of local governments in special administrative-economic units, including Van Don (Quang Ninh), Bac Van Phong (Khanh Hoa) and Phu Quoc (Kien Giang), delegates agreed with option 1: Not organizing People's Councils and People's Committees in special administrative-economic units appointed by the Prime Minister, with strong decentralization and delegation, with the authority to decide and organize the implementation of all administrative, economic and social activities in the special administrative-economic units.
The Law on Special Administrative-Economic Units is promulgated to institutionalize the Party's policies and guidelines, concretize the provisions of the Constitution, and meet the requirements of the country's socio-economic development.
There needs to be a superior and breakthrough policy mechanism to create attraction and competitiveness in the region and internationally; to create a driving force for socio-economic development. However, it should be noted that investment and land policies need to be studied in each unit with different conditions regarding land allocation terms, tax policies, etc.
Regarding specific policies for each special administrative unit, it is recommended to conduct further research to highlight each unit and avoid duplication, creating internal competition between special administrative-economic units.
