On the afternoon of November 10, the provincial interdisciplinary working group established under Decision No. 6564/QD-UBND dated December 22, 2016 of the Chairman of the People's Committee on inspection of compliance with discipline and administrative discipline conducted an unannounced inspection at the office of Nghi Kim commune, Vinh city.

According to the delegation's records, Nghi Kim commune has issued quite complete internal regulations to manage the public service activities of cadres and civil servants. The commune has assigned tasks to vice chairmen and members of the People's Committee, determined tasks for each professional department but has not assigned specific tasks to civil servants and non-professional workers in writing to do professional work.

At the time of the 2:00 p.m. inspection, some officials and civil servants did not wear badges while working, many rooms did not have nameplates or titles on the civil servants' desks, and 1 civil servant (Pham Thi Nga, in charge of Social Policy) was late.

Nghi Kim Commune has assigned the Vice Chairman of the Commune People's Committee to monitor and inspect the compliance with working hours of cadres and civil servants, but there is no regime for monitoring, reporting, and evaluating implementation results.

Members of the working group also pointed out that some contents in the working regulations of the Commune People's Committee for the 2016-2021 term were not implemented correctly: regarding the work program, meeting regime of the People's Committee, and control of land records not in accordance with the one-stop-shop regulations...

The delegation also noted that although the commune's one-stop shop has enough space to ensure transaction activities, the Commune People's Committee has not yet publicly posted administrative procedures, as well as the time to directly receive and return documents. Some procedures on land, natural resources and environment are handled at the office of civil servants but there is no notice to guide the people.

On the same afternoon, the delegation also inspected the office of Nghi Thinh commune, Nghi Loc district, and found that the compliance with discipline and administrative discipline of officials and civil servants was basically serious, and issued a plan to implement Directive 26/CT-TTg of the Prime Minister.

However, in discussing with the leaders of this commune, the interdisciplinary delegation also noted that the working area of ​​the one-stop shop was not guaranteed, and the list of civil servants on duty at the one-stop shop was not posted. At the time of inspection, except for the judicial department, other departments moved to the desks in the professional room but did not notify the people, requesting the commune to promptly make corrections.
