Chairman of the Provincial People's Committee: Will work with large enterprises on budget collection issues

(Baonghean.vn) - Faced with the fact that Nghe An's 2017 budget revenue is unlikely to meet the estimate, Chairman of the Provincial People's Committee Nguyen Xuan Duong agreed to work with large enterprises on budget collection.

According to the report of the Tax Department, the total domestic revenue in the first 10 months of 2017 of Nghe An reached 8,430 billion VND, equal to 79% of the estimate assigned by the Provincial People's Council and 108% compared to the same period. Of which, domestic revenue minus land use fees reached 6,800 billion VND, equal to 79% of the estimate assigned by the Provincial People's Council and 107% compared to the same period. 11/15 revenue items reached and exceeded the estimate.

Accumulated to November 10, 2017, the total revenue of the province reached 8,580 billion VND, equal to 81% of the estimate assigned by the Provincial People's Council.

According to the Tax Department's assessment, this year many large enterprises have had their budget payments decrease sharply compared to last year, such as Hoang Mai Cement, Viettel, Hoa Sen Steel...

To complete the budget assigned by the Provincial People's Council, in the last 2 months of 2017, Nghe An Tax Department must collect 2,200 billion VND. This is an extremely heavy task for the tax sector.

Nghe An tax sector has also made efforts to resolutely, synchronously and effectively implement solutions such as regularly monitoring the development of the tax collection situation, firmly grasping the revenue sources and the number of taxpayers in the area.

Focus on analyzing, evaluating and forecasting revenue sources, especially analyzing specific causes of revenue increase and decrease. Focus on reviewing each enterprise, analyzing the causes of increase and decrease and encouraging enterprises to declare corporate income tax in 2017...

Continue to inspect and examine enterprises in 2017 according to the approved plan, focusing on enterprises that are likely to generate tax and pay to the State budget.

Resolutely implement debt collection and tax debt enforcement measures, coordinate with departments and branches to promote collection of land fees, especially land use fees for real estate business projects....

At the meeting, leaders of Nghe An Tax Department also proposed to the Chairman of the Provincial People's Committee some specific solutions to increase budget revenue.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong emphasized: The task of budget collection is very heavy. Sectors, levels and especially the Tax sector need to be more determined to achieve the target of over 12,000 billion VND; some low revenue items need better collection solutions.

The Tax sector needs to analyze and organize work with each group of tax collectors such as the group of land project debtors, the group of slow-moving enterprises, work with localities to collect the estimated revenue and recover outstanding debts. For the sectors, based on their tasks, implement well, promptly advise the Provincial People's Committee to perform well the revenue and expenditure tasks in 2017.

The Provincial People's Committee agrees with the Tax Department's proposal that the Provincial People's Committee has a plan to work with enterprises with large budget contributions (enterprises producing and trading beer, tobacco, hydropower, cement, milk, sugar, etc.) and have specific solutions to encourage enterprises to complete and exceed the production and consumption output plans that have been established, thereby generating tax revenue to pay into the budget.

Agree with the proposal of the Provincial People's Committee to work with enterprises with large projects in the province to encourage enterprises (Hoa Sen Group, Nafood...) to establish branches and enterprises directly performing the task of distributing goods, separate from the exporting unit to generate revenue in Nghe An province. At the same time, direct competent authorities to encourage enterprises when investing in Nghe An to establish enterprises or branches with independent accounting to generate revenue in the area.

The Provincial People's Committee will direct project management boards and investors to coordinate with tax authorities to urge out-of-province and foreign contractors to declare and pay VAT on temporary construction activities and installation of machinery and equipment.
