(Baonghean.vn) - The transfer and replacement are aimed at correcting working style and manners, enhancing the responsibility of performing public duties of cadres and civil servants according to Plan No. 63-KH/HU of the Tan Ky District Party Committee.

The 9 cases of transfer and replacement are cadres, civil servants, public employees who have been disciplined, have limited capacity, low work efficiency or have bad public opinion, and low trust in the grassroots. Among them, there are 2 cadres under the management of the District Party Committee due to violations in management and operation to the extent of being disciplined; 4 cadres in the education sector (mainly vice principals of primary and preschool schools).

In addition, the district also transferred two cadastral officials with limited expertise, inexperience in using computers, and public opinion about harassing people while performing their duties.

According to Mr. Phan Van Giap - Standing Deputy Secretary of Tan Ky District Party Committee: Currently, there are still some cases of cadres, civil servants, and public employees with weak capacity and negative public opinion, but the replacement, rearrangement, or dismissal from office have not been carried out. Among them are 4 education management officers and 4 land officials.

The difficulty is that for some leaders and managers in the education sector, although their capacity is weak, when conducting a vote of confidence at the grassroots level, there is a sense of deference, so the voting results of the percentage of tasks completed and completed well are still guaranteed according to regulations.

Therefore, there is no basis for dismissal. Some civil servants with weak capacity or bad public opinion when transferred to other units, the unit does not want to accept.

"There are some exceptional cases where former commune leaders were disciplined and transferred to specialist positions but could not meet job requirements because they were not proficient in using computers," Mr. Phan Van Giap added.
