Mr. Dang Thuan Phong - Vice Chairman of the National Assembly's Committee on Social Affairs emphasized this when answering VOV.VN reporters, after the end of the question and answer session at the 4th Session of the 14th National Assembly.

PV:How do you evaluate the recent questioning session? Did spending 3 days on this important monitoring activity meet the requirements?

Mr. Dang Thuan Phong:The issue is not increasing or decreasing the time, but the quality of questioning depends on the content chosen and the issues raised by National Assembly deputies.

Delegates raise the right issues that voters are interested in and that society is concerned about so that the “industry commander” as well as the Prime Minister can explain, propose solutions to overcome difficulties or adjust unreasonable things that people expect, which creates a value for criticism. But the content of the questions is to ask for information, share information or ask for direction, which does not bring high value in the question and answer session.

Through many National Assembly sessions, I have seen three streams of opinions in the question and answer session: The stream of opinions comes from the people's aspirations, so the value of criticism is high, sometimes the delegates raise issues with a somewhat harsh attitude. The second stream of opinions may be "ordered", along with mentioning the achievements of the industry, then defending this or that issue without solutions. The third stream, because of live television, also wants to gain points with voters, so they ask questions in the form of sharing information, asking for information but lacking the value of criticism.

PV:After the question and answer sessions, the National Assembly issued resolutions acknowledging the promises of the Government members, as well as requesting urgent implementation of measures to create positive changes. Has the implementation been as required in the resolutions, sir?

Mr. Dang Thuan Phong:The question-and-answer session is direct supervision at the National Assembly forum, but the post-supervision is the deciding factor. No matter how good your questioning is, if you do not follow up to the end on the results of the supervision, the implementation of promises, and the solutions applied by the Minister and the head of the sector, it is just an exchange for the people to know, listen, follow, and share.

The value is that post-supervision must thoroughly check whether the Minister and the head of the industry have fulfilled their promises, why they have not fulfilled them, and if they have not fulfilled them, what is their responsibility?

The supervision law states that, but in reality, this step is still weak, so it is important to report the results of the implementation of the interpellation resolution before the session so that National Assembly deputies know. Where it is not done, the cause must be analyzed and responsibility must be assigned.

PV:And the results of implementing the Resolution on questioning are also necessary factors to get a vote of confidence for the positions elected or approved by the National Assembly next year?

Mr. Dang Thuan Phong:Yes, this is also the basis for a vote of confidence. The performance of ministries and branches is fully monitored, especially when ministers and heads of branches are questioned before the National Assembly. If they do not perform their duties as expected, they will lose the trust of the delegates. If they are highly effective, they will leave a mark and the delegates will trust them. That is the desire of the people and National Assembly deputies for ministers and heads of branches.

This issue is not considered a standard for a vote of confidence, which limits the effectiveness and sanctions to help improve the quality of the questioning session as well as the activities of the National Assembly in general. If we abandon the implementation of promises and commitments during questioning, the quality of activities will be poor.

PV:From a personal perspective, after 3 days of questioning at the 4th Session, which "industry commander"'s answer impressed you the most?

Mr. Dang Thuan Phong:I think the one who got away from the text, grasped the issue deeply, and gave a good answer was State Bank Governor Le Minh Hung. Although it was his first time speaking before the National Assembly, the head of the industry answered very directly to the question asked by the delegates. That shows his involvement and close grasp of the content in his field.

I also noticed that ministers and heads of sectors who rely on documents often give roundabout answers, not on the point, and do not meet the requirements of National Assembly deputies.
