Are weak leaders included in the downsizing?

Over the past 10 years, our streamlining campaign has not been successful as the figures released by the Ministry of Home Affairs show that the more the apparatus is streamlined, the more it becomes bloated. The streamlining achievements are only focused on those who are retired, have lost their ability to work or have retired. Tasks related to streamlining assigned to ministries, branches and localities have been continuously postponed, causing this work to fall into a deadlock. What the public is concerned about is that streamlining a few contract workers, "low-level" civil servants who do not complete their tasks or commit violations is difficult, but is it simple for those who are incompetent leaders? For a long time, many people have thought that having a seat, a leadership position in an agency is "warm feet" and they do not have to worry about losing their jobs.
For a long time, we have talked a lot about the situation of buying and selling positions and power, so some people with poor capacity and ethics hold leadership positions. They exist in the system not because of talent or serious lack of human resources but because of "relationships, money, descendants". This is the biggest obstacle to reforming the capacity of the entire system. Are they - those who are assigned important responsibilities thanks to friendly relationships - the main targets in streamlining the payroll? Because in key positions, if people do not have professional capacity and sensitivity to the situation, they cannot make the right decisions, cannot manage and use labor according to their professional strengths, and can even be the seed of internal factionalism.
Many times in the parliament, many National Assembly deputies have openly talked about the situation of “deputy inflation” in many sectors, many fields, in ministries, branches and localities. There are units that only have leaders and managers but no specialists or executors. Managers draw up the work and carry it out themselves, but their income is increased thanks to the position allowance and other benefits. And in fact, many ministries, branches and localities have had to “cut their own legs” but before that, there had to be a very loud participation of functional sectors, the press and public opinion.
To increase the efficiency of the apparatus, in addition to streamlining the payroll, it is also necessary to promote the application of information technology in management and building e-government. Developing e-government will limit the harassment, abuse of power, indifference, and intentional wrongdoing of officials and civil servants. However, in the past, both streamlining the payroll and developing e-government have been very slow. Perhaps because many managers are still afraid that publicity and transparency on the information technology platform will reveal many things that have not been strictly implemented by those who implement it. In particular, the capacity of officials in handling work will be most clearly demonstrated when participating in the system.
Whether administrative reform is effective or not must originate from the leaders. Only leaders and managers who are close, exemplary, qualified, capable, and willing to take responsibility can promote this process. As for now, according to the Prime Minister's assessment, it is generally slow and does not meet requirements; the organizational apparatus in many places is still cumbersome and operates ineffectively. The spirit of decisive action has been clearly demonstrated in the Government's direction and administration, but there is still a situation of "hot above, cold below", "indifference", and shifting responsibility to higher levels./.
