(Baonghean.vn) - That was the recommendation at a thematic voter meeting related to a number of draft resolutions submitted to the Provincial People's Council by a Provincial People's Council delegate in Do Luong district on the afternoon of November 22.

Participating in the meeting with voters were delegates of the Provincial People's Council: Hoang Viet Duong - Vice Chairman of the Provincial People's Council; Nguyen Thi Lan - Deputy Head of the Culture and Social Affairs Committee of the Provincial People's Council; Le Dinh Ly - Deputy Director of the Department of Home Affairs; Ngoc Kim Nam - Chairman of the People's Committee of Do Luong district.

At the meeting with voters, after listening to Ms. Nguyen Thi Lan - Deputy Head of the Culture - Social Committee of the Provincial People's Council report on all 3 draft resolutions, many voters frankly and responsibly raised many opinions and recommendations.

Regarding the draft Resolution amending and supplementing Resolution No. 70/2012 approving the planning for school development in the province, voter Luu Van Don - Principal of Dai Son I Primary School expressed his opinion: According to the draft Resolution, Dai Son commune will merge 2 primary schools in the coming time; however, according to the universal education survey, from the 2018-2019 school year, 1 more class will be added in both schools and by the 2021-2022 school year, there will be a total of 35 classes in both schools.

Thus, if the merger is carried out according to the draft Resolution of the Provincial People's Council, it will be contrary to the School Charter, the scale of primary schools must not exceed 30 classes/school.

On the other hand, according to voter Luu Van Don, Dai Son commune has a large area, a large population, the distance from the beginning of the commune to the end of the commune is 10 km and currently the commune has 2 primary schools with 3 school locations, so the merger will affect the children's school attendance and the quality of management.

Also a large area and the number of primary school students will also increase in the coming school years and the class size if the two schools are merged will also be up to 35 classes, voter Chu Thi Nga - Principal of Tru Son 1 Primary School suggested not to merge Tru Son I and Tru Son II Primary Schools.

Regarding the draft Resolution on the implementation mechanism of the School Milk Program for preschool and primary school children in Nghe An province, period 2018 - 2020, many voters affirmed that this policy is humane, contributing to raising the stature of Vietnam. However, many voters raised some concerns and inadequacies of this mechanism and policy.

Voter Nguyen Xuan Thanh - Deputy Head of the District Education and Training Department, said that in reality, the living standards between poor and near-poor households are not much different, while according to the draft resolution, children of poor households are entitled to 100% free milk; children of near-poor households must pay 50% of the milk value and children of households with average living standards or higher must pay 70%.

When implementing this policy, it inadvertently creates inequality among students in a learning environment, because in reality, there are many near-poor households and households with average incomes who do not have money to give their children milk. That is also the rate of mobilizing children to go to school is currently only 45 - 50%, meaning that 50 - 65% of children who have not yet gone to school do not benefit from the policy.

Voter Nguyen Xuan Thanh suggested that the Provincial People's Council should study and come up with a policy that all children can benefit from. From another perspective, voter Phan Ba ​​Dong - Principal of Thuan Son Primary School, said that the implementation of the school milk program in recent times is creating great pressure on the school environment. After each day and each week, a large amount of milk cartons are discarded, but they are not burned, so there needs to be a way to treat this waste.

Regarding the draft Resolution regulating the price of medical examination and treatment services not covered by the Health Insurance Fund in State medical examination and treatment facilities in Nghe An province, many voters expressed their high agreement that the proposed policy aims to increase the rate of people participating in health insurance.

However, some opinions say that the calculation of service prices for commune health stations that have not received investment from the State, mainly contributed by the people, if the service price includes the cost of material facilities, it is not appropriate. On the other hand, some services such as changing bandages, sewing, acupuncture, electroacupuncture, etc., need to be studied to ensure more appropriateness.

At the meeting, Director of the Department of Education and Training Nguyen Thi Kim Chi and Deputy Director of the Department of Health Nguyen Xuan Hong took turns explaining many issues of concern to voters.

On behalf of the Provincial People's Council delegates, Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Council answered many issues that voters suggested and reflected. The Vice Chairman of the Provincial People's Council also assigned the leaders of the Department of Education and Training and the Department of Health to fully absorb voters' opinions to continue researching and finding feasible solutions to meet the requirements of improving the quality of education, ensuring convenience and learning conditions for students; and improving the quality of health for the people.

The Vice Chairman of the Provincial People's Council assigned the Provincial People's Council's Culture and Social Affairs Committee to closely examine the draft Resolutions before submitting them for comments at the next session of the Provincial People's Council, so that when promulgated, they can be applied in accordance with reality, creating a driving force for common development./.
