Firstly, in practice, some sad things have happened. Some leaders nearing retirement have not been able to overcome normal temptations, violated their official duties, seriously affecting the prestige of the Party and the State.

"That's why the press has many very good and very accurate terms such as 'final term syndrome', 'last sweep train', 'last station' to reflect that sad reality. The question is why there are problems in practice but why doesn't the law regulate them?", Mr. Cau raised the question.

Second, Article 4 of the 2005 Law on Anti-Corruption stipulates the principle that "people who commit acts of corruption and have retired, quit their jobs, or transferred jobs will still be punished for the acts of corruption they committed."

The draft revised Law on Anti-Corruption continues to establish this principle.

Third, recently, the people of the whole country have trusted, been excited and highly unanimous when the Party and the State strictly handled the violations of retired officials, without any forbidden areas. Such handling has a great deterrent and preventive effect.

"Those are convincing grounds, but the drafting committee's claim that the Law on Cadres, Civil Servants and Public Employees does not stipulate that cadres retire to eliminate the responsibilities of retired people is not convincing. The National Assembly needs to amend this law because it is no longer suitable for reality," the director of Nghe An Public Security emphasized.

Allows reporting in many forms

Delegate Nguyen Huu Cau also agreed to expand the forms of receiving denunciations via phone, fax, email...

"Denunciation is a constitutional right. The 2005 Law on Anti-Corruption also stipulates that agencies and organizations are responsible for creating all favorable conditions for citizens to directly denounce, send denunciations, denounce by phone, denounce via electronic information networks and other forms of denunciation as prescribed by law. Is it possible that the National Assembly will now abolish this provision?", Mr. Cau said.

Furthermore, the Nghe An delegate pointed out that the drafting committee had designed a new provision in the draft revised Law on Denunciation regarding the handling of petitions via fax, telephone, and email.

"This confirms that we have acknowledged those forms and have ways to resolve them. If we do not acknowledge and resolve them, then what is the point of designing this law? It is recommended that the law stipulate that denunciations must be made by petition, direct denunciation or other forms as prescribed by law," Mr. Cau emphasized.
