No separate meter but still enjoy cheap electricity

Customers using the highest tier of electricity pay 1.74 times more than those using the lowest tier. However, the current electricity regulations allow for a number of ways for people to reduce the burden of “tiered” electricity bills.

Currently, customers using 0-50 “electricity numbers” enjoy the cheapest price of 1,484 VND/electricity number. Meanwhile, customers using 401 “electricity numbers” or more must pay a price nearly twice as high as the average retail electricity price, up to 2,587 VND/electricity number.

This means that electricity customers at the highest level have to pay electricity prices up to 1.74 times higher than customers at the lowest level.

This price list has been applied since the beginning of 2014, with the average retail electricity price being 1,622.01 VND/kWh.

In the draft Retail Electricity Price List that is being consulted, the Ministry of Industry and Trade still stipulates that the retail electricity price list for household electricity customers is divided into 6 levels, with increasing prices; the more you use, the higher the price.

For families with multiple generations living together in one house, current regulations allow households to be separated so that one house can have multiple electricity meters. This reduces electricity bills when calculated according to the tiered electricity price.

Accordingly, people can go to the nearest customer transaction office of the electricity company to carry out the procedure for installing additional meters. In addition to the documents and procedures for installing regular meters, people need the following additional documents: A copy of the household registration book of the newly separated household; A confirmation of full payment of the electricity debt of the owner of the electricity purchase contract currently in use or a commitment from the customer who needs to separate that he has or will be responsible for paying off all the electricity debt with the owner of the electricity purchase contract currently in use.

However, to ensure technical aspects and safe electricity use, the electricity company must survey the household's electrical system and decide whether to install an additional meter or not.

In case people only want to use 1 electric meter per house, there is still another way to reduce electricity bills. Specifically, customers who have separated their household registration but still live in the same house will enjoy an additional level of living allowance without having to install an additional meter. Customers go to the local electricity company to register for an increase in the quota.

To be able to supplement the number of households using electricity, people need to prepare documents to prove that there are currently 2 households using the same meter in the house.

Specifically, copies of the two household registration books of the two households (if any). If the two households have two different permanent addresses, confirmation from the Population Management Police about the household's permanent residence at the new address is required.

In case the customer does not have a household registration book, it is necessary to have an application to add the household registration number and have it confirmed by the local authorities. For convenience and to ensure compliance with the law, the customer needs to register for long-term or short-term temporary residence.

In addition, the most recent electricity bill is required.

After completing the above documents, bring them to the customer service department of the Electricity Company to complete the procedure.

Now, even poor households still have very few households using less than 50 kWh. Life has changed, there are more electrical appliances,... so we have to calculate how the majority of people can enjoy a more reasonable price.

In the immediate future, it is possible to improve the household electricity price list to adapt to changes in life, ensure convenient monitoring for consumers, and clearer management of the electricity metering industry.

I am inclined to reduce the 6 tiers to 3 or 4 tiers because it is easier to calculate. According to statistics, about 65% of households use electricity in the range of 150 kWh/month, so we propose that the price of that tier is a little lower than the average price - about 95.5%. That way, the majority of people will enjoy lower electricity prices.
