When there are mistakes, there must be fair evaluation and disciplinary action.
Referring to a series of officials' violations, the Secretary of the Ho Chi Minh City Party Committee said he was heartbroken but had to be fair; if there were mistakes, they had to be disciplined.
Speaking at the closing ceremony of the 15th Ho Chi Minh City Party Committee Conference on the afternoon of December 2, mentioning the disciplinary action against a number of organizations and individuals who have committed violations, Party Secretary Nguyen Thien Nhan said: "Having to handle disciplinary actions like this is very painful and sad, but when there are mistakes, we must evaluate them fairly and take disciplinary action."
He requested that in the coming time, if they see anyone at risk of making mistakes, violating Party principles, discipline or State regulations, they should speak frankly with each other.
"Don't wait until you've been disciplined before sitting down together and talking about it. Because no one is the one who violated the law, only you know, there are always other people who know, even participate in it. The lesson here is to try to discuss it with each other early," the head of the Ho Chi Minh City Party Committee shared.
Previously, the Ho Chi Minh City Party Committee announced the discipline of a series of officials under the management of the Party Committee. Among them, 15 individuals received disciplinary measures ranging from reprimand to warning - those who had held the positions of secretary and director.

Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan also said that the special mechanism that the National Assembly has just passed creates opportunities but also challenges for the city to implement in the next 3 years; it needs to be done effectively, requiring cadres to be proactive.In the coming time, the city must review the situation of officials in the administrative management sector., to properly staff.
"From now until 2018, we will rearrange the staff in some places. First of all, the government system must be strong enough to meet the requirements of the National Assembly Resolution on a special mechanism for Ho Chi Minh City," Mr. Nhan emphasized.
According to Mr. Nhan, when the National Assembly passed a special mechanism (allowing the city to increase income for officials, civil servants, and public employees by 1.8 times the salary), it required that increased income be linked to labor efficiency.
"The city will have a specific plan on this and submit it to the National Assembly. At the same time, the city will organize the application for each unit, there must be a process, not equalization," Mr. Nhan affirmed.
Regarding the opinion that a special mechanism will help Ho Chi Minh City have many advantages for economic development but also put the city under pressure from a high population growth, Mr. Nhan said that "it is impossible to prevent other local people from coming, that is freedom".
He proposed a solution: the localities should focus on agricultural production, the city needs to help the provinces achieve high efficiency, people there will increase their income and will not come to Ho Chi Minh City to live.
Ho Chi Minh City National University has organized survey teams in the Southwest region on the demand for equipment serving agriculture, crops and livestock... The city aims to become a center for producing high-quality crop and livestock varieties for the Southwest and Central Highlands.
"If this can be done, agriculture in the provinces will be more effective and people will have less pressure to travel," he said, adding that in the long term, the city's economic structure will gradually shift to high-tech industry and services, reducing labor demand, thereby reducing population pressure.
