Chinese Vice Mayor 'smiled when he saw an envelope and nodded when he saw a girl'

According to the Phap Luat Buoi Chieu newspaper, recently Lu Vu Phuc and his wife, former Standing Committee member of the City Party Committee and Vice Mayor of Changde, Hunan Province, China, had to go to court for accepting bribes. Phuc was sentenced to 8 years in prison, while his wife was exempted from criminal charges.

The newspaper said that this official "smiled when he saw an envelope, nodded when he saw a girl", did not refuse anyone anything, had adulterous relationships with 9 women to help them gain benefits in work and promotion, including one woman who was arranged and orchestrated by Phuc to be promoted from the level of a department in the Department of Land Resources to the level of a bureau.

In his confession, Phuc wrote: “My evil lies in having exceeded the limits of morality, without reason, without shame. The women who came to me did not love me for who I was, but for my position and power. I have disregarded social morality and family ethics; now I am determined to cut ties with my past.”

Lu Wu Fu is 56 years old this year, from Hunan, and spends most of his time working in his home province. In 2011, Fu joined the Standing Committee of the Changde City Party Committee, took the position of Vice Mayor, and entered the ranks of Department-level officials. However, after only 4 years, in April 2016, Fu fell from power.

According to the indictment, Phuc often accepted invitations from bosses to join drinking parties, and each meal required him to "approve" the menu in advance.

The menu usually includes lobster, abalone, and bird's nest. Phuc also loves golf. A month before being investigated, Phuc went golfing with a group of bosses for several days. One boss even converted an entire floor of the hotel into a golf course for Phuc to practice.

In June 2016, investigators from the Commission for Discipline Inspection found 74 unopened envelopes in a safe in Lu Yufu's office. When opened, they counted more than 330,000 yuan (more than 1.1 billion dong).

When questioned, Phuc said: "Sitting in the office, I was no different from a restaurant cashier, always smiling, looking at the envelope, holding out my hand not to shake hands but to receive the envelope, now thinking back I feel so pitiful."

In March 2017, Lu Wufu and his wife Miao Xuhua were brought to trial by the Zhuzhou Court for bribery and having large assets of unknown origin.

According to the prosecutor's office, from 2002 to 2016, Lu Yufu helped others make profits in construction projects, applied for funding and arranged jobs, and then he and his wife accepted bribes of more than 3.9 million yuan. In addition, the couple also had assets of nearly 10 million yuan of unknown origin.
