Nghe An: Will merge 7 primary schools, 11 secondary schools

(Baonghean.vn) - This is one of the contents discussed at the meeting on the afternoon of December 4 of the Social Affairs Committee of the Provincial People's Council on reviewing drafts submitted to the upcoming Provincial People's Council meeting.

Reporting at the conference on the review of the draft resolution amending and supplementing Resolution No. 70/2012/NQ-HDND dated December 13, 2012 of the Provincial People's Council on approving the Education and Training Development Network Planning for the period 2012 - 2020, Director of the Department of Education and Training Nguyen Thi Kim Chi proposed amending and supplementing appendixes No. 01, 02 and clauses 1, 2, 3, 4, section II, article I of Resolution No. 70.

The reason for the need for revision and supplementation is that during the implementation process, there were some inappropriate contents that were no longer suitable to the actual situation. The population of preschool and primary school age increased rapidly; some ethnic minority boarding secondary schools did not meet the conditions to be established according to the plan...

Specifically, from the 2012-2013 school year to the 2017-2018 school year, the province reduced 2 non-public high schools; reduced 283 separate schools, of which preschools reduced 130 schools, primary schools reduced 144 schools, and junior high schools reduced 9 schools; increased 2 non-public junior high schools and primary schools.

Regarding the type of boarding secondary schools for ethnic minorities according to the planning of the whole province, there are 43 schools, currently 31 schools have implemented it, 5 schools are implementing it. The remaining, the Department of Education and Training proposed not to convert into boarding secondary schools for ethnic minorities for 6 schools in Tan Ky, Thanh Chuong, Quy Chau, Ky Son and Con Cuong districts; proposed to convert into boarding secondary schools for 7 schools in Quy Hop, Tuong Duong (5 schools) and Con Cuong districts.

In the 2017-2018 school year, the province still had 10 primary schools and 23 secondary schools that had not yet merged. However, according to the roadmap for the 2019-2020 school year, the province is expected to merge 7 primary schools and 11 secondary schools. The remaining schools are proposed not to merge because of the increase in student numbers and difficult transportation.

Speaking at the meeting, some delegates requested the Department of Education and Training to clarify further the contents related to the increase of 18 kindergartens, including non-public kindergartens and 2 general schools;

It is necessary to specifically calculate the regime and policies for staff and teachers for some schools that will be merged; consider specific plans when dissolving Nhan Son Secondary School to merge with My Son Secondary School;

The Department of Education and Training was also asked to review the roadmap for each school year to unify specific schedules for boarding schools for ethnic minorities; consider some units that proposed not to merge...

Comrade Ho Phuc Hop said that the figures in the draft resolution are reasonable; however, he suggested that the Department of Education and Training review the actual situation at some specific facilities to consider adjusting the school planning to ensure the learning benefits for students; consider the option of merging education levels in the spirit of Resolution 19-NQ/TW 2017 on continuing to innovate the organization and management system, improving the quality and efficiency of public service units...

At the meeting, delegates continued to review reports related to the cultural and social fields, including: socialization and implementation of new school models in the province; vocational training and job creation; handling voters' recommendations before and after the 4th session of the 17th Provincial People's Council; handling conclusions after the questioning session at the 3rd and 4th sessions of the Provincial People's Council and the implementation of recommendations after supervision by the Cultural and Social Affairs Committee since the beginning of the term.
