Prime Minister directs to temporarily suspend Cai Lay BOT

Faced with complicated developments at Cai Lay BOT Toll Station (Tien Giang province), on the evening of December 4, Prime Minister Nguyen Xuan Phuc chaired a working session with leaders of the Ministry of Transport and a number of related ministries and branches.authorities and leaders of Tien Giang province to find a solution to completely resolve this situation.

At the meeting, the Prime Minister emphasized that there are issues that are legal and procedural but not practical or popular, so we still have to seriously listen, be receptive and learn to correct them.

Following the Prime Minister's direction, the Ministry of Transport has reported three options for the Cai Lay bypass route.

After listening to opinions on these options, Prime Minister Nguyen Xuan Phuc decided to temporarily suspend toll collection on the Cai Lay bypass for 1-2 months so that the Ministry of Transport and related ministries and branches can continue to clarify all issues, and propose solutions based on science and practice.

Prime Minister Nguyen Xuan Phuc also affirmed that the policy of building transport infrastructure under the BOT model is correct and that this model should be continued to build a modern transport infrastructure system.

In that spirit, the Prime Minister directed that while the Ministry of Transport completes the final plan to submit to the Government Standing Committee for decision; along with that, relevant agencies need to strictly handle organizations and individuals who violate regulations such as declaring increased volume, as well as review toll rates and locations of toll stations to both ensure the rights of the people and contribute to promoting BOT traffic projects; resolutely not let economic problems arise into social instability.

Prime Minister Nguyen Xuan Phuc also requested the Ministry of Transport to comprehensively evaluate the investment policy mechanism for BOT projects and promote the implementation of non-stop toll collection on routes with conditions to implement this mechanism.

After the Government Standing Committee decides on the final plan for the Cai Lay bypass project, the Ministry of Transport and the Ministry of Information and Communications will hold a press conference to publicly and transparently announce this plan.

According to Minister of Transport Nguyen Van The, the Cai Lay bypass is one of 88 traffic routes built under the BOT model. These are projects built according to Resolution 13 of the Party Central Committee and Resolution 108 of the Government on mobilizing non-social resources to modernize traffic infrastructure.

Up to now, the Inspectorate of the Ministry of Planning and Investment and the State Audit have inspected and audited this project and the Inspectorate of the Ministry of Transport is currently conducting an inspection under the direction of the Prime Minister. Minister of Transport Nguyen Van The affirmed that if anyone is found to have committed any violations, including the Minister, they will be severely disciplined.

The Ministry of Transport and the People's Committee of Tien Giang province said that the authorities have recorded and compiled a list of 14 vehicles from other provinces, not from the Mekong Delta provinces and cities, that caused trouble at the Cai Lay BOT station./.
