Simplify procedures for resolving maternity and death benefits

(Baonghean) - The Government has just issued Resolution No. 125/NQ-CP dated November 29, 2017 on simplifying administrative procedures and citizen papers related to population management within the scope of management functions of Vietnam Social Security.

The issued resolution will simplify many procedures such as: Resolving maternity benefits; resolving death benefits; resolving the transfer of pensioners, monthly social insurance benefits and those waiting to receive pensions, monthly benefits from one province to another; resolving monthly benefits; resolving benefits for retired teachers who have not yet received seniority allowances in their pensions...

Specifically, for the procedure of "Resolving maternity benefits": Remove the document components of a copy of the child's birth certificate or birth certificate; a copy of the child's death certificate in case the child dies, a copy of the mother's death certificate in case the mother dies after giving birth according to the provisions of Point a, Point b, Clause 1, Article 101, Law on Social Insurance 2014.

For the procedure of "Resolving death benefits": Remove the document component of a copy of the death certificate or death notice or a copy of the Court's Decision declaring death that has come into legal effect according to the provisions of Point b, Clause 1, Article 111 of the Law on Social Insurance 2014.

Regarding the procedure of "Resolving the relocation of pensioners and monthly social insurance beneficiaries and those waiting to receive pensions and monthly benefits from one province to another", the Resolution clearly states: Remove the document components of a copy of the permanent residence registration at the new place of residence, a copy of the ID card/passport as prescribed in Decision No. 636/QD-BHXH dated April 22, 2016 of Vietnam Social Security.

In the field of implementing the health insurance policy, the Resolution also simplifies the procedures for "Health examination and treatment under health insurance" and the procedures for "Direct payment of health examination and treatment costs under health insurance" as follows: Eliminate the birth certificate document component for children under 6 years old as stipulated in Clause 2, Article 8 of Joint Circular No. 41/2014/TTLT-BYT-BTC dated November 24, 2014 guiding the implementation of health insurance.

In the field of issuing social insurance books and health insurance cards, the Resolution clearly states that the procedure for "Re-issuing, exchanging, and adjusting information on social insurance books and health insurance cards" is simplified as follows: Eliminating the components of the dossier such as birth certificate; household registration book or temporary residence book as prescribed in Section I, Section II, Appendix 03 issued with Decision 595/QD-BHXH dated April 14, 2017 of Vietnam Social Security on promulgating regulations on management of social insurance, health insurance, unemployment insurance collection; management of social insurance books and health insurance cards.

According to the Resolution, some declarations and forms are also simplified. The Resolution takes effect from November 29, 2017.
