To strictly implement the Regulations on foreign language proficiency assessment, the Department of Quality Management - Ministry of Education and Training (MOET) requires the Departments of Education and Training, universities, academies, colleges and junior colleges to agree to only use the foreign language certificate form issued by the MOET.

The Ministry of Education and Training has just issued guidelines for implementing the Regulations on foreign language proficiency assessment tests according to the 6-level foreign language proficiency framework for Vietnam. Accordingly, the Ministry requires all units to publicize the Project on organizing the Foreign Language Proficiency Assessment Test on their electronic information pages and on the Electronic Information Portal of the Ministry of Education and Training; and be responsible for explaining the contents of the Project.

Regarding the exam questions, the Question Bank must be standardized, ensuring sufficient quantity to build the exam questions according to each exam format as prescribed by the Ministry of Education and Training.

The Ministry of Education and Training will continue to issue other exam formats for English and other foreign languages ​​in the coming time.

There are two forms of exam organization: paper-based exam and computer-based exam.

In particular, educational institutions only agree to use the certificate form issued by the Ministry of Education and Training and manage and revoke certificates according to the regulations of the Ministry of Education and Training.

The head of the examination organizing unit shall issue certificates to qualified candidates; it is necessary to clearly state in the certificate the foreign language proficiency level of the candidate achieved through the exam.
