Nghe An: In 2017, budget expenditure is expected to be over 22,700 billion VND
(Baonghean.vn) - According to the Department of Finance, Nghe An's 2017 budget expenditure is estimated at more than 22,700 billion VND, reaching 107.5% of the estimate assigned by the Provincial People's Council.
Local budget expenditures in 2017 increased mainly due to the Central Government supplementing funds to implement policies, increasing basic salary levels according to Decree No. 47/2017/ND-CP dated April 24, 2017 of the Government, increasing capital construction expenditures from sources supporting the implementation of a number of urgent projects, overcoming natural disasters, storms and floods, and exceeding revenues of 03 budget levels...
In addition, the Central Government transferred development investment expenditure from Government Bonds from central budget expenditure task to local budget expenditure task.

Of the total budget expenditure, it is noteworthy that development investment expenditure was VND 5,955 billion 167 million, reaching 128.5% of the estimate; regular expenditure was VND 16,477 billion 110 million, reaching 102% of the estimate; expenditure from reserve funds was VND 320 billion, reaching 86.5% of the estimate. Local budget reserve expenditure in 2017 was implemented in accordance with the provisions of the State Budget Law and used to offset local budget revenue shortfalls.
Budget expenditures in 2017 basically met the tasks of salary expenditures, which are of a salary nature, ensuring regular operations of agencies, units, and public services; Ensuring funding for implementing social security policies in particular and socio-economic development expenditures in general; Supporting funding for overcoming natural disasters, droughts, and site clearance for key projects in the province, and funding for purchasing and transporting cement for new rural construction.
However, due to budget shortfall, the province will extend, postpone and cut some non-urgent spending tasks to compensate for the shortfall./.
