Provincial Party Secretary: Need to think long-term vision in development

(Baonghean.vn) - Working with the Party Committee of the Provincial People's Committee, Provincial Party Secretary Nguyen Dac Vinh emphasized the need to focus on leadership, direction, and long-term vision in development.

On the morning of December 14, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee worked with the Party Affairs Committee of the Provincial People's Committee to listen to the report on the economic development situation in 2017 and some economic development tasks in 2018. Also attending were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee, leaders of relevant departments and branches.

High budget revenue

The report of the Party Executive Committee shows that in 2017, Nghe An completed 27/27 socio-economic targets; the growth rate of the total product in the province (GRDP) in 2017 is estimated at 8.25%/plan of 8-9%; higher than the growth rate of recent years and higher than the average growth rate of the whole country (estimated at 6.7%).

Despite unfavorable weather conditions and market conditions for some products, the value of agricultural, forestry and fishery production increased by 4.5%/plan 4-4.5%. New rural construction has been directed with attention and supported by the people. It is expected that by the end of 2017, 22 communes will have met 19/19 criteria, with a total of 174 communes in the province; 03 district-level units have completed new rural construction.

Industrial production has improved after many years of slow growth, industrial production value is estimated to increase by 20.06%/15-16% plan. Key projects are directed by all levels and sectors to accelerate implementation progress. The fields of trade, tourism, information and communication, transportation, finance and banking have developed quite well, production value of the service sector is estimated to increase by 8%/8-9% plan. Total budget revenue in 2017 is expected to reach 12,030.7 billion VND, reaching 103.8% of the estimate and increasing by 9.3% compared to 2016, the highest ever.

However, the production and business activities of enterprises still face many difficulties: In the first 10 months of 2017, 887 enterprises closed their tax codes; as of October 31, 2017, enterprises owed social insurance an amount of 163.17 billion VND...

The province has focused on directing key projects, but some projects have not yet met the set progress requirements. Some revenue sources are expected to be difficult to complete the budget, such as revenue from central state-owned enterprises, revenue from non-state industrial, commercial and service sectors, and registration fees.

At the meeting, opinions focused on discussing the results achieved as well as the shortcomings and solutions to implement tasks regarding long-term goals.

Sharing about the results achieved in the year, the leader of the Customs Department said that although there are still many difficulties, up to now, the result of collecting import-export tax has reached 1,500 billion VND, exceeding 500 billion compared to the ordinance, reaching the target 2 months ahead of schedule. Import-export turnover increased sharply mainly from Song Lam cement, in 2017, 1,700,000 tons of Clinker were exported, paying 65 billion VND in tax. Meanwhile, import turnover increased sharply in Hoa Sen Steel (Dong Hoi) with an estimated 700 billion VND. With this momentum, the target of collecting import-export tax of 3,000 billion VND in 2020 is feasible.

Comrade Nguyen Thi Thu Thu - Director of the State Bank of Vietnam, Nghe An branch, said that currently, some localities collect transaction fees for security when people borrow capital for rural agricultural development, increasing the cost of borrowing for people, which is not in accordance with the spirit of Decree 55. In addition, to create conditions for businesses to borrow capital for production and business, it is proposed that the province, relevant departments and branches pay attention to granting certificates of ownership of assets on land to businesses.

Regarding some solutions, comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee proposed: Drawing on the experience of 2017, respectfully request the Provincial Party Secretary to continue directing the members of the Provincial Party Standing Committee and members of the Provincial Party Committee according to the assigned fields and areas, thoroughly grasp the spirit of direction and administration in 2018 to be more effective and comprehensive, immediately overcome the stagnation in direction and administration; closely follow the work, strengthen discipline and administrative discipline, especially in the performance of public duties, focus on removing difficulties and obstacles, create all favorable conditions, promote production and business development.

Avoid tenure mindsetin planning work

Concluding the meeting, the Provincial Party Secretary highly appreciated the results achieved in 2017. Despite many difficulties, departments, branches and localities completed 27/27 socio-economic targets.

Regarding the 2018 solution, Nghe An set a growth target of 8.5-9% in the context of agricultural difficulties, no breakthroughs in services, increasingly limited land space, and socio-economic infrastructure that has not met development requirements... Therefore, to complete the goals and targets of the 2018 Socio-Economic Development Plan; all levels and sectors need to focus on implementing the plan right from the beginning of the year; develop scenarios as well as review resolutions and action programs for timely adjustments.

Emphasizing long-term vision in development, the Provincial Party Secretary emphasized that planning work should avoid term-based thinking, creating sustainable development in the long term. The Provincial People's Committee needs to pay attention to the 2020 Socio-Economic Development Plan, tourism, Vinh - Cua Lo urban area...

Also in the spirit of creating room for development, the Provincial Party Secretary proposed to continue creating conditions for businesses to invest and develop, and pay attention to infrastructure investment. The agricultural sector must be more drastic in restructuring the sector, clearly identifying the strengths of the sector to have specific and effective solutions because agriculture is still an important sector. Continue to implement the new rural construction, build the Nam Dan project to become a model new rural district with a specific roadmap...

“Currently, VSIP, Hemaraj, Vinh - Cua Lo connecting road, Cua Hoi bridge, coastal road, FLC, Vingroup, Masan beer... are major projects that create growth space for 2018 and long-term revenue, which need to be resolutely implemented. It is necessary to establish a steering committee to assign personal responsibility to participate in removing difficulties for investors, especially VSIP and Hemaraj industrial park investment projects” - the Provincial Party Secretary emphasized.

At the end of the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong, on behalf of the Party Committee of the Provincial People's Committee, received and understood the instructions of the Provincial Party Secretary to include in the implementation solutions.

The Chairman of the Provincial People's Committee assigned departments, branches and localities to review targets and be determined to achieve and exceed them; at the same time, enhance coordination between branches to carry out tasks. The Chairman and Vice Chairmen of the Provincial People's Committee plan and directly inspect and resolve specific difficulties and problems, especially in key projects./.
